Job Title: Senior CONNECT Operations Manager
Salary: The starting salary is £59,839, which includes allowances totalling £2,928.
The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
Location: The primary Met Location for this role is Sydenham. Travel across the Met Estate, to attend meetings as required by the business, is expected.

Digital, Data and Technology (DDaT)
The mission of Digital, Data and Technology (DDaT) is to provide the Met with information (and specifically data), communications and technology to help frontline officers and Met staff do their jobs more efficiently, in order to deliver the New Met for London plan. In other words, DDaT is about “passionately delivering trusted technology for precise data driven policing”.
As well as keeping up to speed with developments in technology and making recommendations for new equipment and systems that will help modernise policing, DDaT also comprises the Data Office which:
- Owns and drives the data compliance and analytics agenda.
- Brings together the accountabilities that are currently dispersed across the Met business areas.
- Consolidates and further develops existing Met data and insight services.
- Enables data sharing and collaboration to serve the public and external partners.

Job Purpose
The purpose of the Senior CONNECT Operations Manager is to provide oversight and accountability of the CONNECT Operations Supports’ activities, ensuring the relevant mechanisms (risk, governance etc.) are in implemented and operating effectively.
The Senior CONNECT Operations Manager will act as an information conduit, synthesising data from the CONNECT Operations Support Team, Communications Manager and Finance Manager to generate actionable recommendations for the Head of CONNECT Operations to consider, thereby bridging the gap between day-to-day operations and future strategy.
This role holder will provide valuable insight to the CONNECT Product Unit on backend product operations, highlighting and balancing the risk between product enhancement and stability, within a volatile environment with consistently changing PESTLE (political, economic, sociocultural, technological, legal, and environmental) factors.
Key Role Responsibilities
The role of the Senior CONNECT Operations Manager includes but is not limited to:
- Development of regular and targeted status reports and board packs, which are created to help inform senior management decision making regarding development and adoption of new and existing products, respectively, aligning with the product management lifecycle. This in turn will help support product prioritisation and investment decision making.
- Upholding and cascading the benefits management process, which is required to understand which initiatives or initiatives’ benefits are at risk of not being realised and what the impact on MPS’ attainment of its strategic objectives. Thereby ensuring that CONNECT are prioritising and investing in the right change projects and that the CONNECT product continues to deliver the right value.
- Lead change activities across all major CONNECT releases. This includes identifying and tracking key business changes, conducting impact assessments, engaging stakeholders, and coordinating with the Communications Manager to ensure updates are made to knowledge and guidance portals. To support a seamless user experience, the role also ensures timely updates to training materials to support user adoption. Change management spans the entire product lifecycle, including post-release and is managed via the Business Change Runbook.
- Creating, maintaining, monitoring, tracking and managing risk, issue, dependency, assumption, change, and decision logs. This is needed as effective CRAIDD management is a complex and interconnected activity, as an impact on one element will likely affect one or more other area(s) across the CRAIDD landscape. Alignment of each CRAIDD element will help support safeguarding efforts against any potentially harmful activity that may impact CONNECT’s benefits realisation and attainment of MPS’ strategic objectives.
- Providing business case development and support across CONNECT, which is required to support and promote a ‘benefit led’ culture within CONNECT. It will help ensure that product development is prioritised to initiatives that will deliver the most strategic value, i.e., balancing benefits with the investment required.
- Proactively engaging with the relevant assurance teams to assess an initiative’s delivery performance. This is required as an independent evaluation will provide a framework to help support an initiative to implement product delivery best practices; providing criticality assessed and deadline driven corrective measures/recommendations. Either improving the likelihood of an initiative’s successful completion or presenting unbiased and impartial evidence concerning the need to reallocate an investment’s resources to other prioritised product enhancements.
- Deliver timely operations administration services, including vetting application assistance, Aware account creation and laptop management.
- Create and maintain the Project Plans in MSP in conjunction with the PM and monitor the impact on the high-level milestones plan.
- Create and manage status reports, collating data from Workstream Leads for regular and ad hoc reports.
- Create and maintain objectives for the CONNECT Unit and deliver a regular reporting dashboard of objectives completion to ensure CONNECT is meeting its overall aims.
- Provide strategic review and oversight of the product unit and the way it operates, identifying, planning and implementing recommended improvements.
- Deliver Ad Hoc Papers for the Product Director. Such papers include detailed analysis of team structures and ways of working and should lead to recommendations for improved ways of working as well as potential cost optimisations.
- Generate Job Descriptions and liaise with Unit/DDaT Finance / DDaT Recruitment for any new or change roles within the CONNECT Unit.
- Provide support in maintaining the Unit Finance Plans, including scrutiny of actuals, reforecasting, accruals and comparisons against the plan.
- Ensure that version control and configuration management guidelines are adhered to, and documents are organised to enable ease of access for the Unit.
- Maintain Unit team and governance organisation charts.
- Maintain the Unit resource details liaising with the central resource team.
- Act as a point of liaison with the PDO providing information they request and ensure the Unit adhere to any standards that are set.
- Support the Head of CONNECT Operations and the CONNECT Product Director as required.
- Arrange meetings and book meeting rooms upon request.
- Record minutes, notes and actions from key Unit meetings.
Vetting Clearance
This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Hybrid Working available in line with the Metropolitan Police Service hybrid working policy.
Working Pattern
The role requires that you attend the Newlands Park office 3-days per week: Tuesday, Wednesday and Thursday between the core hours of 10:00 to 16:00.
