Job Title: NHU Policy & Strategy Officer - Band D - HUMINT - Counter Terrorism Policing HQ

Salary: The starting salary is £38,926, which includes allowances totalling £2,928.

The salary is broken down as £35,998 basic salary, which will increase annually until you reach the top of the scale £38,523.  Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Location: London or regionally with occasional travel to London


Job Summary                                                                                            

We are looking for a motivated and committed professional to play a key role within our Policy and Strategy Team. This is an exciting opportunity to influence national HUMINT policy and standards, ensuring consistency and excellence across the Counter Terrorism Policing network.

In this role, you will:

  • Lead on the planning, development, and successful delivery of HUMINT-related national policies, standards, and guidance.
  • Resolve conflicts between intelligence policies and guidance produced by other business areas within the CTP network.
  • Manage allocated work packages to agreed timescales, while providing expert support, guidance, and clear communication to the wider CT network.
  • Collaborate with police colleagues across the UK and work closely with external partners to achieve shared objectives.

Key Responsibilities

Your responsibilities will include:

  • Guidance & Coordination – Provide expert advice and support to the CTP National HUMINT network, ensuring the effective delivery and implementation of national HUMINT policies and procedures.
  • Policy Development – Maintain and update national guidance in line with agreed changes, producing clear, high-quality documentation to support policy updates and communicate them effectively to stakeholders.
  • Stakeholder Engagement – Build and sustain strong working relationships with regional CT teams and partner agencies, acting as a trusted liaison to resolve emerging issues early.
  • Representation – Attend local and national meetings on behalf of NHU, contributing to discussions on HUMINT policy and strategy.
  • Compliance & Standards – Ensure adherence to legislative requirements and national policy, supporting the network in resolving policy or process-related issues in collaboration with governance boards.
  • Research & Innovation – Undertake academic, legal, and open-source research to inform policy development and address emerging challenges in HUMINT.
  • Database Management – Act as a point of contact for national databases, ensuring system changes follow agreed processes and liaising with external service providers as needed.
  • Quality Assurance – Review and validate policy work to ensure it meets required standards before submission to governance boards for approval.
  • Implementation – Drive the rollout of key policy and process changes across the network, ensuring consistency and compliance.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV)] clearance. 

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process.  Applications from candidates with close connections to certain countries may take considerably longer to process, or in some cases result in a withdrawal of an offer of employment.
