Are you ready to lead a dynamic team at the heart of operational planning and emergency preparedness? Lincolnshire Police is seeking a highly motivated and experienced Resource Management & Emergency Planning Manager to oversee our Resource Management Unit and Emergency Planning / Business Continuity Team.

This is a pivotal leadership role, ensuring the delivery of an efficient duty management service and a robust emergency planning function. You’ll be instrumental in supporting operational readiness, strategic decision-making, and the wellbeing of our workforce.

Key Responsibilities

  • Lead the planning and publication of duty and on-call rotas across the Force, including mutual aid arrangements.
  • Provide expert advice and act as an escalation point for duty planning and resourcing issues.
  • Attend operational meetings to support planning and coordination of police responses.
  • Maintain accurate records and produce performance data to inform strategic decisions.
  • Support Senior Leaders with resource deployment, system usage, and overtime management.
  • Drive team development, welfare, and wellbeing through effective leadership.
  • Ensure compliance with the Civil Contingencies Act 2004 and lead emergency planning exercises.
  • Collaborate with external agencies to coordinate emergency and continuity planning.
  • Maintain and update the Emergency Planning intranet site.

What We’re Looking For

We’re seeking a candidate who:

  • Has experience in duty planning, DMS rostering, and reporting tools.
  • Demonstrates strong data analysis, problem-solving, and communication skills.
  • Can confidently manage multiple priorities in a fast-paced environment.
  • Has knowledge of the Civil Contingencies Act 2004 and emergency planning frameworks.
  • Is passionate about developing others and promoting professional standards.

Whilst this is a predominantly HQ based role, there is an agile aspect. The successful candidate will have responsibility for staff working across the county including South Park and Boston Stations. The Emergency Planning aspect involves developing and maintain strong working relationships with partners amongst the Lincolnshire Resilience Forum including meetings at the County Emergency Centre. Whilst working hours are predominantly Monday to Friday office hours an element of flexibility is required with the ability to, on occasion, work extended or weekend hours where demand requires.
