We are the national lead police force for fraud. We investigate some of the country’s most complex cases of fraud, set the national strategy and coordinate the operational response. We also host Action Fraud, the national reporting centre for fraud and cybercrime, on behalf of policing.
With over 40 per cent of all crime reported in the UK being fraud related, the National Lead Force (NLF), as part of the City of London Police, serves a crucial role in the coordination of the policing response: identifying, disrupting and prosecuting fraud and economic crime across the country.

About the role
The Deputy CFO for National Lead Force (NLF) delivers senior and strategic financial leadership for CoLP’s national roles on Fraud, Economic and Cyber Crime. As a top priority, it leads the financial analysis for CoLP’s proposals on the future model for Fraud, Economic and Cyber Crime operations linked to the Police Reform Programme, engaging influentially with senior Government stakeholders on funding requirements and alternative funding options. It leads the management of key financial risks, pressures and opportunities to ensure balanced finances are achieved for NLF, while in parallel working with others to evidence the Value for Money and Return on Investment delivered by NLF. It leads the Force Finance team in conjunction with Deputy CFO (Corporate Finance), working in partnership to ensure NLF finances are accurately consolidated into the overall Force MTFP, budgeting and forecasting processes – and providing ‘insight’ on the NLF aspects of financial reporting into internal and external governance.
Responsibilities
In this role, you will be:
- Providing Senior Finance leadership for CoLP’s national roles on Fraud, Economic and Cyber Crime.
- Leading the financial aspects of CoLP’s work linked to the Police Reform programme. Including:
- Costing future operational model options (including enhanced public-private partnerships).
- Engaging at a senior-level with Home Office and other key stakeholders on future funding requirements and influence the development of new funding and income generation opportunities.
- Implementing “enabling services” Reform requirements as they apply to NLF, particularly in overseeing planning and delivery of efficiency / productivity improvements into NLF.
- Overseeing financial modelling of the £170m+ Fraud & Cyber Crime Reporting & Analysis Service Programme. Including:
- Engaging with the Programme, Corporation and Home Office in negotiating and clarifying future funding levels and implementing mitigation strategies, which will ensure balanced finances and affordability of contractual commitments.
- Liaising with Service Delivery Director on commercial dispute / reclaim progress.
- In collaboration with others, evidencing the Value for Money and Return on Investment achieved from NLF activities / deliverables. Including helping to develop a clear line of sight between inputs, outputs and outcomes and, from this, determining the optimal mix of NLF interventions.
- Leading the Force Finance team in partnership with Deputy CFO (Corporate Finance), providing support in ensuring NLF finances are accurately consolidated into overall Force finances.
Requirements
For this role, we need you to have/be:
- A CCAB qualified accountant with extensive post-qualification experience
- Strong, senior-level leadership skills and experience – covering financial, people, corporate and transformational leadership
- Experience of applying Managing Public Money (MPM) requirements in complex environments (ideally including Government policy area/s) and involving diverse funding arrangements
- High impact senior stakeholder engagement and influencing skills
- Excellent analytical and (oral and written) communication skills

The interview will be tested under Level 3 of the College of Policing Competency and Values Framework.
