This is a unique secondment opportunity for a substantive Superintendent or Chief Inspector supported for temporary promotion to play a pivotal role in transforming national policing communications. Working on a significant national level programme of change that will directly affect policing at all levels.

The Emergency Service Mobile Communication Programme (ESMCP) is a Home Office programme replacing Airwave across all emergency service users within England, Wales and Scotland and is one of the largest programmes of change to be undertaken on behalf of policing. 

The Home Office is leading a multi-stakeholder programme, procuring commercial providers to develop the Emergency Service Network (ESN). The NPCC ESN and Airwave Team (NEAT), represent policing, working on a day-to-day basis within the programme providing guidance, challenge, and ensuring the detailed requirements of policing are intrinsic to the development of ESN. 

NEAT also manage Airwave on behalf of policing nationally, working closely with the supplier Motorola and Home Office colleagues to manage this as a live service.

Please send authorisation forms, with Line Manager and Superintendent/ Head of Department approval to Workforce Planning at least 3 working days before the closing date. Workforce Planning will then review eligibility.

Please be advised that following a successful application, final release will be subject to approval by the Deputy Chief Constable. HR reserve the right to withdraw any application that has not been granted approval.

Police Staff are required to relinquish their substantive post if the secondment duration is expected to be over one year.
