Salary: The starting salary is £59,839, which includes allowances totalling £2,928.
The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
Location: Westminster, West Hampstead, Sydenham & other locations across the MPS
The Team
The Strategic Planning and Risk team sits at the heart of the Met and is responsible for developing a clear strategy for the Met and helping to solve the Met’s strategic problems. This involves ensuring all parts of the organisation pull in the same direction and understand their long-term priorities. The team is also responsible for proactively identifying and managing strategic and corporate risks and leading the Met’s corporate assurance function.
Strategy supports the Commissioner and Management Board in setting the direction for the Met, managing key strategic relationships and providing advice and support to senior leaders and colleagues across the Met around key governance areas.
The Role
Reporting to the Head of Strategic Planning, this role sits with a high-performing and inclusive strategic planning and risk team, offering the opportunity to make a meaningful impact on the future of policing in London. It is ideally suited to experienced or aspiring strategic professionals who bring strong planning acumen, organisational awareness and a commitment to public service.
The post-holder should have high levels of strategic awareness, be driven, forward thinking and able to communicate with high levels of confidence at a senior level across the breadth of our key internal and external stakeholder groups, including Management Board, government departments and across national policing.
You will collaborate with colleagues across the Met and government departments, applying best-practice approaches to drive the successful delivery of the Met’s ambitions outlined in the New Met for London strategy. In this role, you will provide strategic planning expertise and guidance to senior Met leadership, ensuring alignment and impact across all planning activities.
You will be driven, a self-starter and able to flex across multiple strategic disciplines to deliver at pace. You will be responsible for creating and maintaining the Met’s Corporate Business Plan.
Main Duties
- Play a pivotal role in supporting the development and implementation of the Met’s Strategic Planning Framework.
- Lead the development of core elements of the Met’s organisational business plan and play a key role in running an effective strategic business planning process.
- Lead engagement across the Met, partnering with business groups to develop the business plan, making sure it’s both strategically aligned and grounded in the realities of the frontline.
- Build strong links between the centre of the organisation and the Met’s frontline, understanding what they do and the challenges they face.
- Work with key strategic partners including MOPAC, the Home Office, College of Policing, NPCC and the NCA to align business plans where appropriate, driving efficiency and removing duplication.

- Work closely with the Governance team to ensure the Met makes corporate decisions at the right time and at the right level.
- Coordinate and manage the development of the Met’s Force Management Statement (FMS), ensuring it reflects organisational priorities, resource constraints and operational demand and help align the FMS with the organisational business plan.
- Bring together data and assessment on future demand, resources, workforce capabilities and technology.
- Use the FMS as a tool to engage with the internal and external partners, facilitate cross-force collaboration, drawing on subject matter experts in performance, analytics, finance, HR, Learning & Development.
- Ensure alignment with HMICRFS PEEL frameworks and other strategic documents.
- Act as a strategic advisor to the Met departments, helping them assess the need for internal strategy documents and shaping their development in line with the corporate objectives.
- Support the development of the Met’s Strategic Planning Framework and development of future budgets, providing input and coordination, to ensure the organisational needs are reflected.
- Help to build a strong Strategy and Transformation function that can drive reform across the Met.
