Chief Superintendent Promotion Process
Chief Constable Mark Roberts is seeking to recruit to a number of Chief Superintendent positions with applications sought from high performing substantive Chief Superintendents on lateral transfer or suitably qualified Superintendents who would like to be considered for promotion to the rank of Chief Superintendent.
This process is now open and closes at 09:00am Monday 1st September 2025.
Cheshire is a high performing police force that has been praised for its excellent performance in keeping people safe, reducing crime and giving victims an effective service. Our PEEL (Police effectiveness, efficiency and legitimacy) Inspection Report by HMICFRS has shown that the force has made significant improvements during the past three years, and the results put the Constabulary amongst the best performing forces in the country.
Cheshire has retained its position as the safest place in the North West according to the most recent figures from the Office for National Statistics (ONS) which reflects the dedication of our staff and officer in protecting the public. Latest figures show that Cheshire has the lowest crime rate in the North West compared with the other police forces in the region, with 69.8 offences per 1,000 people. This is well below the North West average of 91.9 and the national average of 87.2.
Our leadership development and talent management approach is well established, with the force supporting Chief Superintendents through to each of the Executive Leadership Development Centres and Leadership Programmes with exceptional results at every stage and we are committed to continuing to support our Chief Superintendents interested in progression.
Successful candidates will need to be highly motivated leaders with an established track record of performance in an ever-changing environment. We are seeking individuals who are operationally competent with the ability to lead teams, manage demand and effectively problem solve through continued innovation to support us on this continued journey of performance improvement.
The application process for the Chief Superintendent promotion process requires you to complete an application form, which consists of 3 competency-based statements against the competencies We take ownership; We collaborate, and We analyse critically. Each statement must be no more than 500 words and will be assessed against Level 3 of the CVF making reference to experience gained within the last 2 years.
You are strongly advised to read the CVF for the role of Chief Superintendent (Level 3) prior to applying. Your application form will also require Assistant Chief Constable Endorsement, and all evidence provided must be verified and dated.
Eligibility Criteria
- Confirmed in the rank of Chief Superintendent for lateral transfer or substantive Superintendent seeking promotion.
- Are not subject to any sanctions or actions in relation to the Unsatisfactory Performance and/ or Attendance Procedure (UPP)
- Are not subject to any live PSD investigations and/ or all levels of formal sanction or action as a result of an investigation or complaint
- Are not subject to any live complaints or misconduct proceedings
- Have demonstrated your readiness for promotion, as evidenced in your Performance & Talent Conversation
- Are operationally competent and ready for promotion to the rank of Chief Superintendent and are performing at Level 3 of the CVF
- Comply with the force criteria for sickness – this is 9 days absence and/ or 4 occasions within a rolling 12 month-period
