Salary: Starting salary £40,910 per annum plus £6,710 London Weighting *pay award pending*
This role is open to all Police Staff / external candidates who meet the essential criteria of the person spec, regardless of current grade.

About the team
The City of London Force Vetting Unit forms part of our Professional Standards Directorate. The Force Vetting Manager is a pivotal role at what is an exciting and challenging time due to significant reforms in Police vetting, our drive to improve public trust and confidence.
Purpose of the Role:
The primary purpose of this role is to manage and to continue to develop a vetting team consisting of Vetting Team Supervisors, Vetting Officers and Admin Support, to meet the demands of the business, while looking for process efficiencies and at performance effectiveness.
You will have responsibility for co-ordinating vetting for new applicants into Police Officer and Support Staff roles, vetting reviews for existing personnel as well as stakeholders as part of our responsibilities as lead force for Fraud.
Key requirements:
You will have excellent management and leadership skills that will support a hard working and motivated team to continue to perform and deliver on the sometimes challenging and demanding requirements of the force and its stakeholders.
While it is not necessary for you to have specific in-depth knowledge or experience of police vetting, you must be able to demonstrate an aptitude for learning and knowledge acquisition in a legal and regulatory context.
Needless to say you will be able to demonstrate a high level of personal honesty, integrity, and professional conduct, for working in a confidential environment.
Selection Criteria
Skills (Essential)
- Team management of a specialist team with a range of customers and stakeholders.
- Development of a pivotal business function ensuring productivity and efficiency to meet service level agreements while reporting to senior management and stakeholders on performance.
- Ability to deal confidently and effectively with people at all levels across thesocial spectrum from all backgrounds and establish a high degree of trust, rapport and co-operation.
- Demonstrate a high level of tact, sensitivity, open mindedness, and flexibility in decision making and risk management.
- Be confident and articulate in all communications i.e. face to face, telephone and written work.
- Be confident when addressing groups and individuals to deliver messages and answer questions concisely with sound factual reasoning.
- Ability to act on facts and be objective, unprejudiced and impartial in dealing with others and forming dispassionate interpretations, while having regard for the law, relevant guidelines and best practice.
- Ability to be perceptive to risk, assess character, interpret behaviour and identify the motivation of individuals.
- Strong analytical and problem solving skills to identify conflicting evidence, develop hypothesis, and quickly identify further lines of enquiry for validation.
- Well-developed IT skills (Microsoft) and sufficient IT literacy to operate and interrogate specific computer systems used by the City of London Police such as PNC, Crime Information System (Niche), Complaints System (Centurion) and the Police National Database.
Knowledge (Desirable)
- An understanding of security vetting and the assessment of issues by practical and evidenced application of knowledge and intelligence gained. In particular, post holders should be able to show an understanding of the motivations and vulnerabilities of persons who have a tendency towards corrupt activity, and an understanding of the threats to security and integrity.
- Knowledge of relevant legislation such as, but not limited to, Human Rights, Equal Opportunity, Data Protection, Right to Work, Computer Misuse Act, Official Secrets Act, ECHR Legislation, Security Policy Framework and College of Policing APP for Vetting.
- Understanding of a policing or public sector operational environment.
Experience (Essential)
- Experience of managing, leading, and developing teams.
- Recent experience in a similar role conducting and managing investigations or an enquiry-led process.
- Experience of developing systems, processes and procedures and implementing change, ideally in a legislative or highly regulated environment.
Other
It may be a requirement that the post holder be prepared to undergo a rigorous security clearance process to the level of Developed Vetting, and to undertake any appropriate training considered necessary to both gain and improve the level of expertise and knowledge required for the post.
