Lancashire Constabulary is looking for an Appropriate Authority Support Officer to join our team. 

The purpose of the role is to act as Appropriate Authority for conduct investigations on behalf of the Chief Constable, to assist the Professional Standards Senior Management Team in ensuring force compliance with misconduct procedures, and to drive performance and identify learning opportunities for the force.

Key Responsibilities: 

  • To Perform duties as Appropriate Authority (as defined by Police Regulations and the Police Staff Misconduct Policy) for Professional Standards investigations within the force on behalf of the Chief Constable.
  • To manage conduct and complaint investigations in accordance with Police Regulations and the Police Staff Misconduct Policy as directed by PSD Senior Management Team.
  • Ensure that PSD investigations and determinations have full compliance with applicable legislation and local and national guidance to ensure Professional Standards investigations are carried out effectively.
  • Develop and maintain in depth knowledge and understanding of all relevant legislation, regulations and national guidance to ensure compliance.
  • Continually review processes to ensure they meet all requirements, both internal and external, and that appropriate internal strategic direction is given in terms of effective case management.
  • Be responsible for identification of organisational and individual learning from misconduct proceedings.
  • Identify themes and trends from PSD data to inform prevention activity and organisational learning to allow for proactive interventions to address these.
  • Provide specialist advice and guidance in a variety of formats to all members of the Constabulary, other forces, external agencies and members of the public in respect of misconduct matters in accordance with legislation, IOPC and Home Office guidance and in keeping with force procedures.
  • Ensure misconduct handling and outcomes meet all relevant statutory and regulatory requirements, including relevant referrals, applications, outcomes and reviews.  This includes liaising with the IOPC in respect of legislative requirements and individual case files; challenging decisions where appropriate and ensuring directions given are implemented for delivery of a professional and quality service to complainants.
  • In conjunction with the Chief Inspector - Reactive, ensure all aspects of misconduct proceedings (hearings, meetings and appeals) are effectively managed including but not limited to formulating charges for misconduct proceedings, ensure misconduct disclosure issues are addressed and arrange service of appropriate documentation in accordance with legislation.
  • To provide advice on disclosure requirements following misconduct proceedings and ensure the college of policing are provided with the relevant information for the barred and advisory lists.
  • Maintain appropriate records for all aspects of misconduct proceedings.
  • To liaise, confidently, promptly and professionally with internal personnel, external customers, other forces and outside agencies in respect of the work of the dept. either in person or over the phone, producing accurate written communication as required and attending meetings, conferences, forums etc. as required.

Skills and Experience: 

PIP2 Accreditation is required. 

Vetting and Medical:

Please be aware, as a condition of your appointment you must undergo and pass Management Vetting (MV). Please be aware there is a minimum 5 year UK residency requirement for Management vetting and you must be 18 years old at the point of applying. Successful applicants will also be subject to a medical assessment.
