National Co-ordinator Deputy - Specialist Crime Volunteer Network (Secondment)

Location: Guildhall Yard East. However, the role includes agile working, with a requirement to travel across England, Wales and Scotland
This role is open to all Police Staff candidates who meet the essential criteria of the person spec, regardless of current grade.

About the team
The Cyber Digital Specials and Volunteers programme, hosted by the National Cybercrime Programme, was established to enhance the capability of Cyber Crime Units across England and Wales, by recruiting skilled individuals from industry and academia to provide their expertise.
The programme is now being expanded to incorporate specialist volunteering to support Fraud and Economic Crime Teams. The effective recruitment and deployment of volunteers across the network is a key workforce strategy workstream, and part of City of London’s Fraud, Economic and Cyber Crime Strategy 2023-2028.
About the role
The National Volunteer Workstream Lead and Deputy Lead are newly created posts for City of London Police, offering significant influence in developing a sustainable structure for national, regional and force-level tasking of highly specialist volunteers, building on existing good practice and implementing the recommendations from the 2024/2025 academic review of the Cyber Digital Specials and Volunteer Programme.
Responsibilities
In this role, you will:
- Influence Fraud, Economic and Cyber Crime Teams across England and Wales, at Force and ROCU level, to identify skills gaps, recruit and effectively deploy specialist volunteers
- Work with Home Office and other government departments to build specialist volunteering into law enforcement strategies (including Police Reform programme)
- Management of national volunteer management platform
- Develop consistent, relevant training and CPD for volunteers
- Drive recording of activity for reporting, analysis and evaluation of impact
Requirements
For this role, we need you to have experience of:
- Excellent public speaking, influencing and negotiating skills
- Ability to communicate effectively and confidently at all levels, within policing and external stakeholders, including at senior and executive levels
- Confident, dynamic and resilient, able to drive forward strategy and delivery with limited supervision
- Experience working in fraud, economic and cybercrime or wider SOC welcome but not essential
- Experience working with volunteers (in any context) welcome but not essential

Selection Process
As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.
The application and interview will be tested under Level 2 of the College of Policing Competency and Values Framework.
Applicants who fail to address the skills/knowledge/experience of the job description will not be considered.
