Job Title: PNC/LEDS Operator

Salary: The starting salary is £34,808, which includes allowances totalling £2,928.

The salary is broken down as £31,880 basic salary, which will increase annually until you reach the top of the scale £34,108 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Location: Sidcup

Working Patterns: 24/7 shift pattern (20% shift allowance), semi shift (12.5% shift allowance), flexi time

 

The Metropolitan Police National Computer (PNC) / Law Enforcement Data Service (LEDS) Bureau is primarily responsible for maintaining, updating and reviewing all information on the Police National Computer relevant to the Metropolitan Police District Area within set time constraints imposed by National PNC Policy and Legislation. 

The PNC/LEDS Bureau is a naturally fast-paced and dynamic environment. You do not need any previous experience, instead we're looking for flexible, motivated people with common sense and strong work ethics, who can remain calm under pressure, work with attention to detail, display and practice good communication skills.

Full training will be given to ensure PNC/LEDS Bureau Staff are multi skilled and in a position to provide expert knowledge to be able to carry out all PNC/LEDS functions including searches, checks and updates with confidence. The most important attribute is that you want to make a difference to the communities of London and support ‘Front Line Policing.’ You must also have a willingness to learn new skills and PNC/LEDS work as the Bureau expands its functionality over the next 3 to 5 years.

Working from home will be available two days a week, subject to completion of training and assessment.

Any Shift Disturbance Allowance (SDA) will be applicable on joining team and working the relevant shift pattern.

Key Responsibilities: 

Your core duties will include: 

  • Conduct PNC/LEDS searches, transactions, circulations and updates in line with service level agreements and policies.
  • Action and complete required trigger updates relevant to the transfer of information from the ‘Bichard 7, Connect and Common Platform information systems on to PNC/LEDS.
  • Update court results from the ‘Xhibit’ system on to PNC/LEDS as required.
  • Complete required PNC/LEDS circulations relating to wanted and missing persons within set time parameters.
  • Action and respond to various mailbox requests and enquiries within set time constraints.
  • Ensure all telephone enquiries are answered promptly, and all required actions are completed as required.
  • Bring identified PNC/LEDS discrepancies promptly to the attention of PNC/LEDS Bureau Managers.
  • Attend and contribute at daily ‘Team Huddle Board’ meetings covering performance reviews, tasking and staff engagement matters relevant to the PNC/LEDS 3-5 year strategy deployment plan.
  • Ensure compliance with and complete all mandatory training.
  • Any other reasonable ad hoc requests from Team Leaders and Senior Management.

Additional details relating to key responsibilities:

Telephony Work

Provide 24-hour telephone support service to the MPS and all authorised outside bodies with specialist interest.

Telephony work includes:

  • Cancellation of wanted markers on PNC following an arrest or withdrawal of the warrant
  • Creation of PNC SIS alerts passing on information to European Police forces about relevant subjects
  • Creation of arrest summons for non-custody policing, terrorism, and extradition matters
  • Cancellation of Recall to Prison markers from the MPS and forwarding relevant recall paperwork to non-MPS police forces
  • Cancellation and amendments of police bail conditions, disposals, and general court queries
  • Provide general advice and deal with queries relating to PNC
  • Conducting PNC checks for authorised non-MPS agencies

Broadcast Management

Relay fast time accurate instructions via broadcast to all forces and UK ports:

  • Generating operation Whittle, operation Tungsten and operation Stern alerts, providing detailed outcome reports for SO15 senior officers, senior PNC managers, PNC Liaison Officer and Home Office liaison officers.
  • Circulation and cancellation of child rescue alerts to facilitate the safe return of high risk missing children
  • Circulation of high risk missing persons notifications to other forces
  • Circulation or generation of high risk prisoner transportation and royal train service movements to all relevant forces
  • Dissemination of severe weather warnings to all forces
  • Generation and circulation of lost/stolen firearms/firearms certificates to all forces
  • management of detained markers and associated wanted/missing markers on PNC
  • Dissemination of fingerprint broadcasts to the relevant officer

Resulting

Updating of information on PNC/LEDS provided by HMCTS, MPS officers and staff for MPS offences:

  • Bail updates from both the courts and police officers using Bichard 7, Common Platform and outlook, including the update of specific bail conditions
  • Disposal updates from the courts via Bichard 7, LIBRA, XHIBIT, and Outlook
  • Updating disposals relating to out of court matters
  • Change of nominal details provided by the courts
  • Using COPA, LIBRA, CRIS, NSPIS Custody and EAPPS to investigate the original offences relating to breaches of court orders and bail conditions
  • Updating PNC with disqualified driving markers for both recordable and non-recordable driving offences, including interim disqualified markers for ongoing trials

PNC Circulations

Circulation and cancellation of PNC/LEDS markers relating to subjects of interest:

  • Circulation and cancellation of MPS missing persons on PNC/LEDS
  • Circulation and cancellation of power of arrest and court warrants on PNC/LEDS on behalf of MPS officers and HMCTS in collaboration with CJOMS
  • Circulation and cancellation of SIS alerts on PNC/LEDS
  • Circulation and removal of operational information relating to police matters including, cozart markers, Gang matrix nominal, persistent knife offenders, persistent firearms offenders, and Domestic violence markers
  • Circulation and removal of court orders including non-molestation orders, domestic violence protection orders, serious crime prevention orders, and stalking protection orders

National PNC/LEDS Functions

National functions carried out on behalf of other all UK police forces:

  • Circulation and cancellation of recall to prison markers on PNC/LEDS
  • Updating of prison release licences onto PNC/LEDS

General PNC/LEDS Updates

PNC/LEDS updates performed on behalf of MPS police officers:

  • PNC/LEDS warning signals updates highlighting risks to officers and members of the public
  • Alias names and date of birth updates
  • Description updates including marks and scars
  • Address updates
  • Internal cross reference markers and information markers

NSPIS Reconciliation

12 Hourly reports run MPS wide to reconcile custody management system against PNC:

  • Total failure of migration to PNC
  • Partial failure of migration to PNC
  • Anomalies in the migration
  • Updating of centralised report reflecting actions completed
