Job Title: Strategic Planning and Performance Manager (Programmes)
Salary: Band B The starting salary is £59,839 which includes allowances totalling £2,928.
The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
Location: Remote working nationally within UK. NPCC is currently based in close proximity to St James Park underground station, London and therefore occasional travel will be required to this premise and other Police locations across the UK. Contract – Fixed Term Contract until 31/03/2026 (with the potential for further extension subject to funding and performance).

NPCC Strategic Planning and Performance (SPP) Team
The Strategic Planning and Performance (SPP) team forms a part of the NPCC Strategic Hub (the Hub), the SPP team provides strategic and business planning functions to the NPCC including research and analysis, stakeholder engagement and partnership working, and risk management capabilities. The SPP team supports the development and coordination of activity across the NPCC, and the team works effectively with partners and stakeholders across policing, building effective, collaborative relationships and ensuring a coordinated response to policing issues at all of levels.
THE ROLE
The Strategic Planning and Performance Manager (Programmes) is responsible for leading, developing and implementing approaches which assist the NPCC in understanding emerging threats, risks and opportunities in a fast paced policing environment.
This is a leadership role, which will set direction and task a team of analysts. The postholder will be responsible for a significant workload which will involve supporting a team of analysts to deliver strategic research, analysis, and performance insight. The products produced under their leadership will contribute to enhanced efficiency and evidenced-based decisions across the NPCC, particularly for commissioned items of work on behalf of NPCC programmes.
The successful candidate would need to have the following experiences and skills:
- Knowledge of standards and procedures relating to the handling of police data e.g. GDPR considerations and Management of Police Information (MoPI) principles around the collection and recording of information, evaluation and retention, review and disposal. They should also have knowledge of data sharing agreements (DSAs), data processing contacts (DPCs), MOUs and Data Protection Impact Agreements (DPIAs).
- Lead discussions on the work of your team, able to challenge others at all levels, (senior officers and staff), when necessary and shaping senior decision making
- A track record of designing and delivering data improvement initiatives.
- Experience of operating within a complex organisational or political environment and understanding the strategic context surrounding policing.

ADDITIONAL INFORMATION
Occasional national travel may be required. Travel expenses will be paid if location allowance is not being received, or when travel falls outside of the home to work journey. NPCC will pay for overnight accommodation if required.
