The South West Regional Organised Crime Unit (SWROCU) is now recruiting for a Detective Chief Inspector within the South West Regional Organised Crime Unit (SWROCU). This vacancy is for the post of DCI Technology, Innovation and Governance.

You will have responsibility for the following three areas:

  1. The Regional Technical Surveillance Unit and Technical Development Unit. The TSU serves the covert (and sometimes overt) technical surveillance needs of all five forces across the region from operational bases in each, as well as providing a key service to the operational capabilities of the ROCU. The TDU delivers national TEI baseline capabilities to SOC teams to enhance their work against the SOC threat and works with the National TEI Hub and other ROCU’s to enable network capability development and deployment. The TDU works with the RCCU to develop new technology solutions.
  2. The ROCU Cyber Lab. Managing the staff within, ensuring ISO compliance and that the ROCU maintains an appropriate level of “Cyber response.” Including the ability to deploy to cyberattacks, providing advice and gathering evidence.
  3. ROCU Data exploitation and Information Governance. The ROCU manages a considerable volume of covert and sensitive data on a range of systems and using a evolving selection of tactics and capabilities.  You will be responsible for the information governance of many of these systems and how the ROCU manages is data in accordance with IPCO and other regulatory requirements.  You will also support the ROCU’s development of data exploitation and IT assurance. You will also undertake the role of LRO for new projects relating to these areas.

As part of the SWROCU SLT you will support the continued development of the SWROCU, working closely with our five regional forces and partners to tackle SOC and high harm offenders. The role will include looking at best practice, efficient and effective working practices as well as collaborating with partners where possible. You will be required to brief into regional meetings and governance groups.

You will be expected to lead by example and create a culture that enables your teams to flourish and thrive in their roles and working environments.

There would be an expectation (unless exemptions apply) that the person applying joins the SWROCU on call Rota.

SWROCU is a collaboration of police officers and police staff from the five South West regional forces. We’re part of a national network of nine ROCUs covering England and Wales.

We have more than 20 capabilities that work to Pursue offenders, Protect and Prepare individuals and organisations, and Prevent people from engaging in serious and organised crime.

Our capabilities are here to advise, to assist, or to fully adopt investigations.

We work with local forces and national partners to target and disrupt criminals posing the greatest risk of Serious and Organised Criminality (SOC). This includes offenders involved in cyber threats, economic crime, drug conspiracies, modern slavery and human trafficking, and child sexual abuse and exploitation.

Skills, experience and qualifications required

Essential:

  • To provide quality management, leadership and direction to SWROCU team in relation to serious organised crime investigations, including monitoring welfare, performance and discipline as required
  • To manage delivery of the core functions of SWROCU in respect of surveillance and investigation of serious organised crime as directed by the Regional Tasking & Co-ordinating Group
  • Ensure that SWROCU performance monitoring systems are maintained and developed to provide quality service delivery in line with regional priorities in respect of serious organised crime, including analysing operational performance, efficiency and results
  • To be able to supervise SOC operations, including those utilise the full range of police available tactics and capabilities
  • To have a solid foundation of police technology or the aptitude and willingness to obtain one.
  • A working understanding of police information governance to enable oversight of ROCU data management and innovation
  • To represent SWROCU at assorted force, regional and national tasking and co-ordinating meetings or similar

South West Force Applications

If you are applying from a South West police force you must speak with your line manager and Senior Leadership Team to ensure your application will be supported. The attached pro-forma must be endorsed by your home force Senior Leadership Team prior to submitting your application.

Existing South West police force officers are not applying to join Avon and Somerset Constabulary. You will be seconded to SWROCU in line with the Joint Services Agreement and will remain on your home force terms and conditions.

Transferring officers from outside the South West region

We have reached an agreement with all five regional police forces that allows you to apply directly for a SWROCU vacancy. If you are successful in this process you may then choose which of the five South West forces you wish to join.

Please note your successful completion of SWROCU recruitment will be subject to you meeting all the required standards for your chosen South West police force.

Additional Information

Vetting and safeguarding

This post is subject to a higher security clearance at MV and SC – Management Vetting and Security Clearance Level.

Dependent on which capability this role sits within, there may be a requirement for Developed Vetting (DV) clearance to be obtained within the first 12 months.

To be eligible to apply for this role you must have a five-year ‘checkable history’ in the UK – ideally this means that you would have been resident in the UK for the last five years.

Police Barred and Advisory lists

Individuals placed on the Police Barred and Advisory lists will not be considered for employment by the police for a minimum of five years from the date of listing in the case of gross misconduct, or three years from the date of listing in the case of poor performance.
