Job Title: Covert Surveillance Review Lead

Salary: The starting salary is £68,295, which includes allowances totalling £2,928.

The salary is broken down as £65,367 basic salary, which will increase annually until you reach the top of the scale £70,012.  Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Location: Cobalt Square, Vauxhall. MO3 Covert Policing and its partners are based at various locations across the MPS, travel outside of base location will be frequently required.

Contract: Fixed Term for 24 Months (desired start date 30th June 2025 until the 1st June 2027), with the potential for further extension subject to funding, role requirements and performance.

 

Job Purpose

An exciting opportunity has arisen to join MO3 Covert Policing on a temporary contract for 24 months.

Covert Policing is unlike any other Command in the Metropolitan Police Service, or UK Law Enforcement. It is diverse in the functions it performs and the service it delivers to communities. It is unique in the methodology it uses to protect our people and the tactics we use.

The post holder’s primary role within the contract period will be to provide strategic and operational support on behalf of the Metropolitan Police and partners.  Working with and across the MPS’s enabling functions, the role holder will maintain oversight and governance of service delivery, oversee commercial contracts provided by external providers, and ensure effective service delivery for and on behalf of the MPS.

Specific responsibilities will include but are not limited to:

  • Develop proactive and positive relationships with strategic and operational leads, internal and external partners to deliver operationally sensitive covert surveillance capabilities.
  • Demonstrate effective leadership to oversee the implementation of key improvements to MPS surveillance and the wider covert landscape,  ensuring that these meet the needs of the MPS and partners, and are aligned to improved operational outcomes.       
  • Liaison with outside agencies, law enforcement partners and units across the MPS promoting efficient and effective practices across the covert environment.
  • Support Human Surveillance Leadership team with resource management of Police Officers and Staff, including the planning of projected abstractions and succession planning.
  • Implement effective governance and oversight processes which ensure the close management of operational activity to ensure optimum delivery and performance.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV)] clearance. 

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process.  Applications from candidates with close connections to certain countries may take considerably longer to process, or in some cases result in a withdrawal of an offer of employment.
