Counter Terrorism Policing (CTP) is looking for a dynamic and driven leader to be the new Head of Department for ODU (Operational Development Unit). The role within ODU has national responsibility for all learning, training and exercising for the CT Network. You will work to the National Coordinator CT Protect & Prepare across a range of activities, representing Protect & Prepare at various strategic boards, co-ordinating all regional activity within the CT Network and leading key relationships with strategic partners. 

This is a broad and varied portfolio which allows the Head the ability to work in a National role and set direction and strategy. You will have the opportunity to engage across policing, the CT Network and with strategic stakeholders. You will lead the CT Network through periods of significant change and innovation.

The department is located within the West Midlands however the National role will provide ability to engage across the UK. The role allows an element of flexible working. 

Role Responsibilities:

  • Management of organisational learning on behalf of CTP. 
  • Management of all CTP Training throughout the CT Network.
  • Management of CT live exercise platform working with partners including Military, OSCT.
  • Manage ODU budget setting, reporting and outline financial business cases for investment. 
  • Engage with and co-ordinate activities throughout the CT Network.
  • Manage of organisational risk on behalf of CTPHQ including performance reporting.
  • Represent ODU at key thematic boards including Protect & Prepare Thematic Board, CT Heads and ensure attendance at a wide scope of CTPHQ business boards.

Essential Skills and Competencies:

  • Proven leadership with a track record in working with high-level partners and government departments.
  • Excellent communication and able to deal successfully with people at all levels and achieve results by negotiation.
  • A sound understanding of the CONTEST strategy.
  • Evidence of the management and successful delivery of substantial projects or programmes of work.
  • The ability to build and develop structures in support of strategic objectives.

Desirable Skills and Competencies:

  • Practical experience in protective security, preparedness, international CT or other counter terrorism policing. 
  • A good understanding of terrorism issues and current policing strategies, particularly within the Protect & Prepare strand.
  • Understanding of the NCTPHQ International CT Strategy and Overseas Contest Group (OCG) strategy.
  • Excellent verbal and written communication skills.

Security Clearance

⚠This post requires British nationality (some dual nationalities may be ineligible) and (Dv) Developed Vetting clearance. 

You will need to undergo additional security clearance checks, with the offer of employment being conditional on obtaining all of the necessary security clearances.

There are limitations on travelling to a small number of countries once in post.
