Salary: Starting from £50,330 plus £6,710 London weighting plus £200 London Allowance per annum

About the team

The Change Portfolio Office has the exciting yet challenging role of overseeing programmes, projects and change initiatives that make up the City of London Police’s portfolio of change, these vary greatly from technology, organisational design to national projects and programmes. We are focused on delivering change to meet the future needs of the business and to achieve the ambitions of our Policing Plan. Key to the successful delivery of this portfolio is the ability to deploy extensive change and project management skills, professionalising the team and driving a culture of continuous improvement across the force. The team has two arms, Programme Delivery and Change Portfolio.

The Change Portfolio Team has been recently restructured to refocus on organisational priorities, solidify its approach to future planning and design and implement effective change, benefits and innovation management. The team is 10-strong, consisting of Project Co-Ordinators, Business Analysts, a Portfolio Manager and a Benefits and Change Manager, all overseen by the Head of Change Portfolio. The team is based in the Guildhall, City of London (hybrid working is available 3-days office / 2-days agile based on full-time).

About the role

We have an opportunity for a relationship-driven, committed, and strategic-thinking change professional for our Benefits and Change Manager role. This role will drive best practice in change management and benefit realisation, driving cultural, behavioural and operational change and delivering both capability and best practice methodology, on behalf of the City Of London Police. Experience in policing or public sector is desirable but not essential, but experience of managing and embedding change in a complex environment is.

Responsibilities

In this role, you will be:

  • To lead on implementing and embedding the Managing Change Strategy, to drive cultural, operational and behavioural change, contributing to the continuous improvement of the organisation and the strategy by encouraging and managing feedback.
  • Deliver change management capability and best practice methodology across the organisation, contributing to improving CoLP’s agility in a moving environment by introducing impact assessments and change readiness assessments, informing current processes for stakeholder engagement and mapping and encouraging a people-centred co-creation approach to all initiatives.
  • To own and develop the Change Management framework and toolkit and work with Project Managers and others to ensure projects and other initiatives are inclusive of a change management focus which is planned, implemented and embedded.
  • To lead on embedding and implementing the Benefits Management Framework, documents, templates and toolkit within both the CPO and wider business environments, to deliver savings and qualitative improvements, providing improved information to senior leadership.
  • To maintain an up-to-date portfolio level benefits realisation and change impact tracker.

Requirements

For this role, we need you to have experience of:

  • A current qualification in managing change from a recognised body such as APMG or ACMP is essential. Experience and certifications in any of the following (or other recognised accreditation in the same field) are desirable: Portfolio, Programme and Project Offices (APMG - P30); Management of Risk (M_o_R); Management of Value (MoV)); Portfolio, Programme and Project Management Maturity Model (P3M3), Information Technology Infrastructure Library (ITIL) or an equivalent degree/ qualification.
  • Extensive experience of co-creating change and embedding it in an organisation is essential.
  • Experience of collaboratively building change documentation (e.g. Stakeholder Analysis and Engagement Plans, Change Impact Assessments, Change Readiness Assessments, Communication and Change Strategies and Plans) to create a shared understanding and bring about lasting change
  • Experience of identifying, managing and tracking benefits through the lifecycle of a project or change initiative and beyond, including creating and maintaining benefits documentation such as Benefits Registers, Benefit Profiles and Business Change Maps.
  • Experience of working in, and undertaking change and benefits management in, law enforcement, relevant public/government body such as the Home Office or other security related environment which has close connections with policing matters is desirable but not essential.

As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.

The application and interview will be tested under Level 2 of the College of Policing Competency and Values Framework.
