Job Title: Continuous Professional Development Facilitator

Salary: The starting salary is £38,926, which includes allowances totalling £2,928.

The salary is broken down as £35,998 basic salary, which will increase annually until you reach the top of the scale £38,523. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

An exciting opportunity has arisen for 2 Band D staff to support the implementation of Op. Soteria across the Met.

Op. Soteria is a national transformational programme to improve our end-to-end response to rape and other serious sexual offences (RASSO.) It is based on principles of procedural justice through a suspect focused, victim centred, and context led approach. Soteria has been described as a "game-changer" for policing, delivering systemic transformation and improving outcomes for victim-survivors.

This is a hugely important and ambitious programme, and the successful candidates will play a major role in bringing about lasting improvements in the way we investigate RASSO cases.

An important part of the role involves rolling out CPD to over 700 officers in our RASSO teams across London. CPD is key to the programme’s success. The mandatory CPD content is provided by the National Soteria Team and split across three inputs. The first is an online self-learn module, the second is in person and the third will be self-learn. After the mandatory CPD roll out there will be opportunity to develop localised content to further embed Soteria along with additional needs of local RASSO teams across London.

You will be involved in planning the CPD roll out, supporting delivery of the in-person module, identifying ways we can improve our delivery and assisting in compliance monitoring across our RASSO teams. You will also contribute to finding ways to measure the success of CPD delivery, learning from good practice and helping to address any gaps. You will need to be driven and innovative in continually finding new ways to engage and develop our officers and staff as we promote positive transformational change over the next year, embedding it beyond the life of the programme.

You will be primarily based at New Scotland Yard working alongside the Soteria Implementation Team. During the initial CPD roll out you will be expected to travel to a central London location approximately once a week to support face to face CPD delivery. There may also be other occasions where you are asked to accompany the Implementation Team to other locations within London where needed for example another Met Building/Police Station to support delivery and rollout aftercare. You will work 36 hours per week, Monday – Friday with ability to work from home subject to operational need/requirements. Hybrid Working available in line with the MPS hybrid working policy.

Key Responsibilities

  • Planning and oversight of longer term CPD management - Design lesson plan and running order.
  • Support local CPD inputs with the assistance of a RASSO subject matter expert and Implementation Team.
  • Continually identifying ways to measure and improve the quality of CPD roll out. This will include, but is not limited to, collating learner feedback and identifying/replicating best practice from other forces.
  • Compliance monitoring for learner participation across CPD and other specialist RASSO courses.
  • Arranging other developmental initiatives that sit outside the CPD syllabus but align with Op. Soteria goals. This may include liaising with other specialist departments, SMEs, academics and partners to contribute in local events and webinars.
  • Identifying opportunities to further align with New Met for London strategy - including how we network with partners and help learners to understand barriers to reporting RASSO offences for instance amongst communities with low levels of trust and confidence.
  • Signposting and promoting further learner resources such as the College of Policing website and the Knowledge Hub.
  • Using IT to create new learning & specialist networking opportunities e.g. Learning Management System (LMS.)
  • Working with Met Comms team and Basic Command Units (BCUs) to broadcast learning opportunities.
  • Promoting the use of Op. Soteria tools and processes within the National Operation Model (NOM) with officers and staff across the MPS.
  • Facilitate the speakers / presenters for mandatory Op Soteria training days and maintain attendance lists.
  • Test the learning from participants e.g. knowledge checks.
  • Monitoring learner sentiment/feedback e.g. via Slido Poll.
  • Researching best practice and also learning for instance researching IOPC lessons learnt library and HMICFRS recommendations to build into longer term CPD.
  • Collaborating and liaising with RASSO Soteria Detective Sergeants on each BCU to monitor training/CPD needs, and embedding of Soteria ways of working.
  • Willingness to attend courses/CPD themselves where needed – for instance you will receive a 1 day Soteria input to enable them to have an understanding of Soteria.
  • Monitor internal Soteria mailbox
