Job Title: Domain Lead - Band C - Data & Analysis - Counter Terrorism Policing HQ

Salary: The starting salary is £47,060, which includes allowances totalling £2,928.

The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Summary

CTP has initiated an ambitious new strategy to realise a revolutionary change in our use of data to deliver our vital mission. To enable this, we need a dedicated S&T  capability that places research and innovation at the heart of our technical function and supports a clear approach for acquiring, analysing, sharing, and implementing S&T requirements across policing and the intelligence community. This includes running pilots and experimentation activities and harnessing the full S&T potential of  government, the private sector and academia.

The Domain Lead role for the CT Research Lab is an exciting and important position in the growing CTPHQ S&T capability.  The role holder will work closely with both the Chief Scientific Officer for CTP and the CT Research Lab S&T Strategy Lead. You will be required to identify,  understand and support the national CT Policing community’s current and future needs for  research and  innovation, drawing upon your domain expertise to identify problems, appreciate challenges (including but not exclusive to technical, organisational, and human factors), and explore S&T opportunities. You will lead research projects with partner agencies, Government departments, academics, and industry, in order to advance CTP’s S&T capabilities.

Key Tasks

  • Provide police, operational, and CT subject matter guidance, advice, and factual information to the Chief Scientific Officer for CTP.
  • Oversee S&T capability demands within your domain and provide subject matter expertise on projects that span the entire research pipeline, from problem formulation and analysis, leading to integration and transition to core operational deployment of new tools and technology.
  • Manage the successful delivery of your portfolio of S&T projects, for which you will be accountable.
  • Establish and maintain effective working relationships with stakeholders across the CT Network and partner agencies.
  • Engage with key partners across the business to support the delivery of S&T services.
  • Facilitate workshops for your ongoing projects.
  • Be responsible for tracking milestones for delivery of your projects.
  • Represent the S&T team at relevant meetings and boards, providing subject matter expertise.
  • Prepare written documents for circulation across the CT network.
  • Ensure stakeholder engagement is effectively supported to drive impactful relationships and support from the S&T pillar.
  • Attendance at venues outside Metropolitan Police Service estate, e.g. regional Counter Terrorism Units (CTUs), conferences, etc.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
