Job Title: HR Compliance & Resources Manager
Salary: The starting salary is £47,060, which includes allowances totalling £2,928.
The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

The Compliance & Resources Manager role is critical to ensuring that the Human Resources has the appropriate resources whilst ensuring all have the requisite skills and knowledge set to deliver it’s objectives. This will include ensuring the HR Design is met, recruiting and filling vacancies to guarantee optimum service delivery. In addition to the People Resources, the role holder will be responsible for discharging the LRPM responsibilities for HR as a dept/OCU, processes co-ordination of the HR budget, Training compliance, co-ordination of FOIA responses in for requests allocated to HR, acting as Professionalism SPOC, and PO management process.
The role holder will be accountable for managing data quality of HR staff, ensuring accurate and reliable information. This will entail carrying out monthly reviews, implementing changes whilst developing further interventions to drive ongoing improvements.
The Compliance & Resources Manager would typically have one direct report – Band D Resource Management Office (RMO) Manager, plus administrative support as necessary from Band Es Administrators in the Resource Management Office. The role would deputise for the HR Business & Ops Lead, as necessary.
Key Activities:
Resource Management – act as point of contact for all HR resourcing issues and matters:
- Preparing the Local Resource Planning pack on a monthly basis for circulation to SLT
- Working with senior stakeholders across HR to understand key resource requirements to ensure the development of resourcing strategies that meet both current and future HR needs
- Devising and implementing recruitment plans and activity within agreed deadlines
- Evaluating and reporting progress against resourcing activity to demonstrate effectiveness and value.
- Taking a proactive approach to risk management, ensuring any risks and issues identified are addressed promptly – these include Attendance Management, Flexible Working, and Mandatory Training etc.
- Ensuring HR data is accurate and reflective of staff within the HR Team Coordinating any changes to the HR Design to ensure operating costs align to budget.
- Support HR Finance Business Partner with MPS wide pay budget enquiries (e.g. Career Breaks).
Recruitment – act as the recruitment subject matter expert on employee resourcing strategies within HR:
- Managing the resourcing processes for HR, identifying barriers that can be revised, and advising leaders in HR on their Recruitment, in line with MPS’s guidelines.
- Arranging and advising on interviewing and selection.
- Managing the Induction and on boarding process for new starters, continually reviewing to ensure fit for purpose.
- Reviewing internal and external job advertisement sites to ensure information provided is accurate and complies with site regulations/protocols.
Budget Management - Co-ordination of the HR budget and PO process ensuring accurate tracking and reporting of HR budget:
- Co-ordination of Cost Centre budget trackers, ensuring updates are made in a timely manner reflecting changes in forecast and finance reports
- To identify and escalate any budget risks.
- Provide updates to their Line Management
- Managing any HR External Training budget
- Co-ordinate approved budget movements between costs centres
- Manage the HR staff and officer budget, including forecasting.
- Have oversight of the HR PO Management process, continually reviewing the process for efficiencies and improvements
- Manage end of financial year process including outturn and accruals, in respect of HR Procurement.
