Head of Finance and Payroll Dept- (Hybrid Working)
Job Description
We are looking for our new Head of Finance and Payroll Dept., where you'll be at the forefront of shaping the services that will support and enable operational Policing. In this role you'll oversee a diverse team providing financial expertise, ensuring collaboration and efficiency across various functions and the wider organisation. This is a fast-paced and evolving environment- your strategic insight and leadership will be essential in developing and implementing practices, systems and support aligned to our policing priorities.

Key Responsibilities
- Strategic Leadership: Drive the development of the organisation's Medium-Term Financial Plan by coordinating inputs from internal and external stakeholders, ensuring alignment with key strategies and the PCC's Police and Crime Plan.
- Financial Expertise: Oversee the production of annual financial statements for both the Chief Constable and the PCC, managing compliance with statutory and regulatory requirements.
- Performance Monitoring: Lead the monitoring and reporting of financial and workforce performance, providing analysis and insights to enable informed decision-making by senior leaders.
- Policy Development: Manage and develop finance policies and procedural guidance, ensuring adherence to standing orders and financial regulations to maintain sound financial control.
- Culture of Excellence: Promote a culture of learning, continuous improvement, innovation, and high-performance leadership within the department. Develop guidance and systems that enable the wider organisation to be financially savvy and cost- conscious.
- Human Resource Management: Oversee workforce planning, recruitment, training, and development, ensuring effective onboarding and continuous learning opportunities for staff. Prioritising health and wellbeing, inclusion, and collaboration.
- Stakeholder Engagement: Manage relationships with internal and external partners, including auditors, to monitor compliance and promote best practices.
- Operational Management: Develop and implement operational plans for departmental delivery and improvement, managing risks and ensuring compliance with legal and ethical standards.
- Quality Assurance: Prepare for and manage quality audits and inspections, delivering high-quality assurance reports to internal and external stakeholders.
Desired Qualifications
- Educational Background: Hold or working towards a degree in finance, public administration, or a related field. Professional qualifications in finance (e.g., CIPFA, ACCA) are highly desirable.
- Experience: Proven experience in financial management, departmental leadership, and operations within a complex organisation. Preferably in the public sector or law enforcement.

- Strong leadership and team management capabilities.
- Excellent analytical and strategic thinking skills.
- Proficient in financial reporting, policy development, and compliance.
- Exceptional communication and interpersonal skills for effective stakeholder engagement.
