This is an exciting opportunity to join the Euro 28 police planning team, directly supporting the Head of the Tournament Police Planning Team in planning and overseeing operational delivery for law enforcement plans at EURO 28 across the UK & Ireland.
For the role of Staff Officer to the Head of Tournament Police Planning, you will need an understanding of policing major events; an ability to track significant and complex budgets; an ability to draft briefing papers, reports and letters; arrange events; speak with authority to senior stakeholders and police officers on behalf of the Chief Superintendent; manage their diary and emails; arrange agendas and minutes; and other administrative tasks.
Some travel across the UK and Ireland (and potentially internationally) will be required to support in person meetings, planning and coordination at all host venues & cities. It is expected, on average, that the role will be based on central London three days a week with working from home the remaining days. However, some flexibility will be required week to week.
EURO 2028 is the Men’s UEFA European football championships that will be hosted across the UK and Ireland in 2028 and is the biggest sporting event ever jointly hosted across the UK and Ireland. It is anticipated that c.3 million tournament tickets will be sold, many to fans from across Europe; hundreds of thousands more will travel to the UK&I without tickets to sample the atmosphere in city centres and fan zones; 2 billion people will view matches through television or online streaming.
The 51 matches will take place over four weeks in June/July 2028 and will be hosted in the cities of London (two stadiums), Birmingham, Liverpool, Manchester, Newcastle, Cardiff, Glasgow and Dublin.
The complexity and scale in policing the tournament is huge and the skill of UK and Irish policing will be tested to the maximum and be highly visible on the world stage. The scale of the work over the next four years is such that a newly created dedicated policing team is required to plan for the tournament.
Duties and Responsibilities:
You will provide direct support to the Head of Tournament Police Planning (Chief Superintendent) as staff officer in the wider planning of Policing and law enforcement for Euro 28 in what is one of the most high profile roles in UK policing with significant visibility to the governments of the UK & Ireland as well as senior police officers and partners.
- Liaise with and task senior stakeholders from a very complex international policing and government landscape on behalf of the Chief Superintendent to ensure progress in the multiple strands of tournament policing.
- Ensuring actions and deadlines set by the Chief Superintendent to colleagues and stakeholders are actioned, followed up in order to accurate reporting and feedback into wider governance.
- Administer key meetings as required, this will be with a wide range groups and individuals from a variety of partners including Policing, Governmental and wider tournament safety and security stakeholders and organisers to monitor and feedback progress and establish alignment and in accordance with agreed Governance structures.
- Respond to emails and calendar invites received by the Chief Superintendent with a wider overview of NPCC schedule, responsibilities, capacity & capability to ensure efficiency and prioritising valuable time.
- Assist the Chief Superintendent with budget management activity - a multi-million pound budget in order to maximise monitoring and value for money spending within agreed parameters and challenge where appropriate, holding others to account for local host force and agency management.
- Prepare briefings and reports as required by the Chief Superintendent to present at senior stakeholder meetings.
- Prepare and draft letters for the Chief Superintendent to send to senior stakeholders.
- Represent the Chief Superintendent on senior level meetings as required and speak with their authority.
Who we're looking for:
- Experience in dealing with large budgets (preferably event budgets).
- Excellent knowledge of major event policing.
- Ability and experience in preparing and presenting high quality reports and presentations that influence organisational strategy and direction and/or brief key government, tournament and police stakeholders on policing planning.
- Excellent knowledge of the national policing landscape
- Ability and confidence to engage with senior police officers and stakeholders on a regular basis and talk authoritatively on tournament planning.
- Highly organised, efficient with attention to detail. Able to work flexibly across a wide range of tasks, work independently and as part of a team.
- Ability and experience in preparing and presenting high quality reports and presentations that influence organisational strategy and direction and/or brief key government, tournament and police stakeholders on policing planning.
