Job Title: Euro 28 Tournament Police Project Manager

Salary: £44,132 to £52,652

Location: Remote / Home working with some travel expected for meetings and/or events. In the summer 2028 there may be a need for extended stays in hotels, especially during the tournament itself

This is an exciting opportunity to join our Euro 2028 police planning team, working to support the Programme Manager to set and implement the direction and programme approach: delivering against the strategic direction for the programme and working on appropriate projects to deliver the programme.  

For the role of Tournament Police Project Manager, it is necessary to have a recognised qualification in project management and/or substantial relevant professional experience in a similar field. You will also ideally have good knowledge of the policing landscape (ideally but not necessarily in public order policing) with an understanding of the issues facing the Police Service as well as the current strategies/policies in place in operational policing, safety and security, or the ability to quickly develop these skills.

Some travel across the UK and Ireland will be required to support in person meetings, planning and coordination at all host venues & cities.  However, the majority of the work will be carried out from home. Greater flexibility in terms of location may be required during the tournament.

EURO 2028 is the Men’s UEFA European football championships that will be hosted across the UK and Ireland in 2028 and is the biggest sporting event ever jointly hosted across the UK and Ireland. It is anticipated that c.3 million tournament tickets will be sold, many to fans from across Europe; hundreds of thousands more will travel to the UK&I without tickets to sample the atmosphere in city centres and fan zones; 2 billion people will view matches through television or online streaming.

The 51 matches will take place over four weeks in June/July 2028 and will be hosted in the cities of London (two stadiums), Birmingham, Liverpool, Manchester, Newcastle, Cardiff, Glasgow and Dublin.

The complexity and scale in policing the tournament is huge and the skill of UK and Irish policing will be tested to the maximum and be highly visible on the world stage. The scale of the work over the next four years is such that a newly created dedicated policing team is required to plan for the tournament.

Duties and Responsibilities:

You will bring a project management approach to the planning of policing for Euro 2028, ensuring robust project and governance principles are applied to delivery, essential to the delivery of the wider policing effort. Substantial relevant professional experience and/or a Project Management qualification will maximise delivery.

 

  • Support the Programme Manager in managing the multi-million pound tournament policing budget. Provide reports across thematic areas to the Euro 28 Programme manager to enable delivery against timelines and objectives.
  • Supervise a project support officer demonstrating effective leadership through successful application of interpersonal and communication skills, including performance management.
  • Ensure Freedom of Information requests are appropriately responded to for transparency and accountability enhancing wider policing reputationally.
  • Hold internal colleagues and external partners to account for delivering on actions and deadlines. Managing senior stakeholders within a Programme/Project environment at a senior management/Departmental level in a large complex stakeholder organisation including external partner agencies. Developing strong working relationships at a strategic level and working collaboratively with a wide number of stakeholders across a complex landscape. Advanced negotiating and influencing skills with diplomacy.
  • Work with key stakeholders and partners across the tournament partnership which include: the respective host governments; host football associations; host police forces; host cities; host stadiums; blue light services; health; border authorities; military; security services; private providers of safety & security; UK Sport; UK and Ireland Ltd and UEFA. And to identify and engage with other key partners as required. Provide support and advice to safety and security partners where required supported by project management principles.
  • Brief key government and police stakeholders on policing planning (including finance).
  • Resolving or pre-empting issues relating to barriers to change and using project planning, reporting and control tools/techniques, managing effective budgeting and resource allocation procedures. This will be key to ensuring Policing is aligned across UK & Ireland and Government partners are reassured on policing plans.
  • Work closely with Government partners, to support wider planning and delivery, where coordination and input is required across host forces.

 

The role and responsibilities will grow and evolve as the project develops.

Who we're looking for:

 

  • Recognised qualification in project management and/or substantial relevant professional experience.
  • Good knowledge of the policing landscape (including ideally event/public order policing).
  • Good understanding of the issues facing the Police Service as well as the current strategies/policies in place in operational policing, safety and security, or the ability to quickly develop.
  • Ability to work across a complex stakeholder landscape, developing strong working relationships, working collaboratively with effective negotiation skills and diplomacy.
  • Ability to deliver and manage a range of tasks at pace and work to strict and often tight deadlines, work under significant pressure and scrutiny as we approach and go through the tournament.
  • Ability to prepare and present high quality reports and presentations that influence organisational strategy and direction and/or brief key government, tournament and police stakeholders on policing planning.
  • Excellent attention to detail and discipline in document management.
  • Financial literacy to support in managing a significant budget.
