As a Covert Surveillance Compliance Officer you will provide advice, guidance and assistance to all departments across South Yorkshire Police and the Yorkshire & Humber Region, in relation to the lawful use of covert tactics and associated covert legislation. 

Key responsibilities:

  • Act as Professional Applicant for all Regulation of Investigatory Powers Act 2000 (RIPA), Investigatory Powers Act 2016 (IPA), Police Act 1987 and Criminal Conduct Authorities.
  • Monitor and maintain all covert authorities, ensuring compliance with legislative and force requirements throughout the lifetime of the authority.
  • Act as single point of contact for all covert advice and planning regarding the use of covert legislation across the Force.
  • Act as a single point of contact with the Investigatory Powers Commissioners Office (IPCO).
  • Manage intelligence, including highly sensitive and confidential material in the appropriate manner.
  • Attend covert briefings, advising and directing additional enquiries and action where appropriate.
  • Monitor, maintain and carry out reconciliation of CHIS Budget.
  • Utilise Force IT systems and covert workflow systems to effectively manage and record data relevant to SYP use of covert legislation. 
  • Act in an advisory capacity for the Senior Leadership Team with regards to legislatory requirements and current IPCO guidance in respect of Covert Surveillance authorities.

Skills and experience:

  • Experience of managing issues of a sensitive and confidential nature.
  • Knowledge of Regulation of Investigatory Powers Act (RIPA), European Convention of Human Rights (ECHR), CPIA 1996 (Disclosure) and Data Protection.
  • Knowledge of case law in relation to Article 2 Right to Life’ and Art 8 ‘Right to Private Life’.
  • Ability to assimilate a large volume of complex information with attention to detail.
  • Ability to maintain awareness of confidentiality and discretion.
  • Must pass and retain Management Vetting Level and Security Clearance.
  • Willingness and ability to participate in a call out rota.

Eligibility:

Applicants must meet the minimum requirement checkable history criteria, which must be taken into account for individuals applying to work with South Yorkshire Police in any capacity. A minimum checkable history of 5 years is required for this role and successfully undergoing recruitment vetting procedure is a pre-requisite of employment with South Yorkshire Police.
