Financial Intelligence Researcher

Job purpose: 

To utilise intelligence systems and provide financial research capabilities for the ECU investigation teams.


Main Responsibilities: 

To support the ECU investigation teams in the research and interrogation of systems in support of criminal and missing persons investigations, and present results accordingly.

To obtain information from partner agencies, e.g. Local Authorities, Department of Work and Pensions (DWP), His Majesty’s Revenue & Customs (HMRC) to enable a partnership approach to the tackling of economic crime.

To provide detailed research on Suspicious Activity Reports (SARs) and Defence Against Money Laundering (DAMLs) notifications.

To work closely with the ECU Financial Investigators and Analyst to ensure the department adheres to the principles and procedures of the National Intelligence Model.

Maintain and update the ECU databases, such as the Home Office Joint Asset Recovery Database (JARD), and submitting APMIS disruptions.

To liaise with OIC’s, CPS and/or Prosecuting Counsel to ensure opportunities to secure the forfeiture of cash under S.27 of the Misuse of Drugs Act 1971 are utilised.

To undertake other administrative duties commensurate with the nature, level of responsibility and grading of this post, such as producing reports.


Special conditions: 

Confirmation of the appointment is subject to attending and passing a Financial Intelligence Officers (FIO) Programme run by the National Crime Agency (NCA).

Person specification: 

Knowledge

5 A-C grade GCSEs (or equivalent) including Maths and English.

Desirable – successful appointment would require working towards qualifying as a Financial Intelligence Officer (FIO) in a timely manner.

Demonstrates a real belief in public service, focusing on what matters to the public and will best serve their interests.

Experience

Previous experience carrying out applied research.

Experience in handling quantitative and qualitative data.

Key Skills

Proven advanced IT skills and able to use Microsoft Office packages with excellent keyboard skills.

Excellent and effective interpersonal skills.

Effective communication skills (including written formats).

The proven ability to combine information from multiple sources / systems, maintain databases or similar systems and summarise information.

Act with complete discretion and treat all material and information with absolute confidentiality.

Ability to deliver customer service within a team environment.

A proactive ‘can do’ approach in managing situations and people effectively.

Ability to work with minimal supervision.
