As the Deputy Disclosure Manager, the post holder will be required to assist in the management of the disclosure section and to ensure that all relevant case law legislation is incorporated into the procedures followed within the Disclosure Department.
The successful candidate will ensure that there are adequate legal grounds to justify the disclosure of personal data from police computer systems for each request and also ensure that any changes to information held on force systems are brought to the attention of the relevant system owner.
The post holder will be expected to develop a detailed knowledge of disclosure procedures and related legislation in order to provide advice and support to other departments and subordinate staff.
Key Responsibilities:
- Ensuring that there are adequate legal grounds to justify the disclosure of personal data from Police Computer systems for each request.
- The efficient management and operations of the Disclosure Section.
- Assists the Disclosure Manager in investigating and resolving complaints and disputes relevant to the area of Disclosure, in accordance with the procedure contained in the DBS Manual of Guidance, liaising with the Information Governance Unit Manager, Deputy SIRO and Legal Services Unit where necessary. Brings to the attention of the owners of Force systems the relevant information, which needs to be amended/ updated.
- Manages the day-to-day activities of Disclosure Officers, offering guidance and support to ensure accuracy, efficiency and deadlines are met and legal obligations upheld. Undertakes Performance Development Reviews and assesses training needs in relation to the development of staff, monitors working practices and results and reviews performance targets on a continual basis. Authorises annual leave, arranges sickness cover and undertakes return to work interviews.
- Respond to all high level, complex or escalated issues in a timely manner and be answerable for responsible decision making and problem solving which does not require input from SLT.
- Undertakes Quality Assurance checks on disclosures in preparation for submission to the Chief Officer or Chief Officer Delegate, ensuring they reflect accurately the requirements of relevant legislation and case law.

What the role requires:
- Awareness of legislation relevant to the role, namely the Data Protection Act 2018 and UK GDPR.
- Educated to a Level 6 standard (degree) and/or possess equivalent experience in a similar role
- Experience of working in a confidential environment.
- Experience of research and project work.
- Excellent written and oral communication skills to be able to communicate at all levels within the force and external agencies.
- Self-motivated and able to work with the minimum of supervision.
- Is capable of developing and maintaining good working relationships and is able to empathise with client groups.
- Ability to be proactive in identifying improvements to working practices relevant to the post, from internal and external sources.
- Demonstrates the ability to use initiative and judgement in the interpretation of issues, to reach well-reasoned decisions with an understanding of when to refer matters to supervisors.
