About the team
The Change Portfolio Office has the exciting yet challenging role of overseeing programmes, projects and change initiatives that make up the City of London Police’s portfolio of change, these vary greatly from technology, organisational design to national projects and programmes. We are focused on delivering change to meet the future needs of the business and to achieve the ambitions of our Policing Plan.
Key to the successful delivery of this portfolio is the ability to deploy extensive project management skills, professionalising the team and driving a culture of continuous improvement across the force. The team has two arms, Programme Delivery and Change Portfolio. The Change Portfolio Team has been recently restructured to refocus on organisational priorities and solidify its approach to future planning. The team is 10-strong, consisting of Project Co-Ordinators, Business Analysts, Portfolio Manager, Benefits and Change Manager, all overseen by the Head of Change Portfolio.
About the role
Working within the Change Portfolio Office, the Planning, Risk and Reporting Officer will be responsible for the day-to-day co-ordination and implementation of the approach, product sets and standards to manage plans, project / portfolio risks and reporting across workstreams.
The purpose of this role, working with the Portfolio Manager, is to develop and manage an effective portfolio level plan and create a risk and reporting framework. The post holder is expected to contribute to the development of strategies and ensure that all programmes and projects follow the frameworks defined. The post is also expected to provide guidance and support to Senior Project Managers/ Project Managers in planning and risk work.
Responsibilities
• Collate and maintain key portfolio documents in relation to plans of projects and programmes by facilitating information collection from PM, enablers, and SROs.
• Set out the principles, methods and standards for the capture, documentation and maintenance of plans and risk documentation.
• Support project teams by coaching, training, and guidance in the use of risks and issues, information collection, documentation, mitigation management and the development of project plans.
• Contribute to the development, implementation, and delivery of organisational / departmental strategies.
• Contribute to the development, implementation, and delivery of organisational / departmental policies, procedures, priorities, and initiatives.
• Supporting the sequencing of key change programme and project activities and deliverables, ensuring that all milestones and internal and external dependencies are identified, logged, and monitored.
Requirements
For this role, we need you to have experience of:
• Recognised and current qualification in Project methodologies to foundation level. Prince 2, Praxis, or similar certification.
Or;
• Experience and foundation level certification in any of the following (or other recognised accreditation in the same field) are highly desirable: Management of Risk (M_o_R®), P3O.
• Significant experience of detailed project planning and RAID management.
• Extensive experience in monitoring projects, compiling accurate, concise records, and writing reports suitable for a range of stakeholders, both internal and external.
• Considerable experience of using planning principles and relevant tools and techniques.
• Broad experience of facilitating groups, balancing conflicting opinions, building consensus, as necessary.

Selection Process
As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.
The application and interview will be tested under Level 2of the College of Policing Competency and Values Framework.
Applicants who fail to address the skills/knowledge/experience of the job description will not be considered.
