Job Title: Professionalism Public Complaint and Misconduct Investigator

Salary: The starting salary is £40,519 which includes allowances totalling £3,009.

The salary is broken down as £37,510 basic salary, which will increase annually until you reach the top of the scale £40,141 Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Job Purpose

To handle and/or investigate Public Complaints and investigate Misconduct, Gross Misconduct and DSI matters in line with Police Conduct Regulations 2020 (as amended in 2024) and Police Staff Discipline Standard Operating Procedure (SOP).

Key responsibilities

  • Investigate Misconduct and Gross Misconduct allegations against officers and staff.
  • Investigative actions will coincide with General Investigation Policy and may require, not limited to, attending scenes to obtain relevant evidence, obtaining statements, triage of exhibits and submission to Forensic Services.

  • Investigate Public Complaints as required.
  • Respond to DSI calls in to DPS, including preparation of information for the overnight briefing document, attend PIPs as required and conduct DSI investigations.
  • Perform on-call function on a rotational basis to deal with urgent out of hours matters into DPS.
  • Complete any outstanding IOPC referrals as necessary.
  • Review and evaluate risks, formulate an investigative strategy and risk management plan in conjunction with a supervisor and/or internal and external partners where relevant.
  • Recognise complex investigations that need to be escalated for advice and support.
  • Record Severity Assessments and pass for review.
  • Conduct evidence led, timely investigations, ensuring all lines of enquiry are explored and relevant updates are provided to subjects and Interested Parties.
  • Notify officers and staff via legally compliant notice of investigation. Ensure this is served in person/via Teams where possible.
  • Complete written Outcome Reports for Public Complaint and Conduct matters.
  • Present Staff Hearings and attend Misconduct Hearings where you are the Investigating Officer.
  • Conduct ‘with cause’ drug tests based on intelligence.
  • Deliver briefing notes for SLT upon request and attend Gold Groups where required.
  • Understand and manage reputational risk, ability to prioritise certain cases and make sound rationalised decisions weighing up community/staff confidence and cost to the organisation.
    Attend relevant training courses and maintain continuous professional development in support of becoming a local DPS expert.
  • Maintain own working knowledge of Regulations, Professionalism & MPS practice and policies.
  • Share knowledge and learning, demonstrating best practice and professionalism.
    Note: The above is not exhaustive. There may be other duties under the Police Conduct Misconduct Regulations 2020 and the Police Conduct Regulations 2020.

Specialist Investigation Unit (SIU)

This is a varied and dynamic role which is key to rebuilding trust and confidence within the MPS. The investigation teams consist of a mix of Detectives and Police constables who work together and investigate “On duty” criminal matters and misconduct by Police Officers and/or Police Staff. The team also complete investigations into matters involving death or serious injury following police contact and will deploy at post incident procedures (PIP) to support BCU’s/OCU’s. We work closely with internal and external stakeholders, including the independent Office for Police Conduct. The SIU work as an investigative team with a Pan-London responsibility and you will be required to perform a 24/7 on call duty for 3 & 4 days once every 5 weeks (according to the SIU shift-pattern). This attracts an on-call allowance and also means that you will be working 1 weekend in 5.

You should be confident in presenting your work to senior officers and external stakeholders, including the Independent Office for Police Conduct. As part of your posting to DPS Investigations, you may be expected to take on core roles such as FLO, Exhibits, Case Officer or other duties as required. Training will be provided.
