Job Title: Civilian Controlled Drugs Liaison Officer - 01

Salary: The starting salary is £38,926, which includes allowances totalling £2,928.

The salary is broken down as £ 35,998 basic salary, which will increase annually until you reach the top of the scale £38,523. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

This is an exciting opportunity to join the Proactive (Strategic Drugs Delivery Team) within Specialist Crime of the Metropolitan Police. 

We are looking for civilian controlled drugs liaison officers to ensure statutory compliance and safeguarding in the handling and use of controlled drugs by registered healthcare professionals and organisations and to investigate suspected misuse of controlled drugs, provide specialist advice, and liaise with healthcare and regulatory bodies to protect the public.

Duties and Responsibilities:

  • Conduct criminal and safeguarding investigations involving registered healthcare professionals to ensure compliance with legislation.
  • Inspect healthcare and other premises to confirm that controlled drug records are accurately maintained and legally compliant.
  • Provide expert advice on Common Law Police Disclosure and Notifiable Occupations Scheme processes to support safeguarding decisions.
  • Produce intelligence reports and safeguarding alerts, escalating risks where misuse of controlled drugs is suspected.
  • Engage with healthcare partners, regulators, and HM Coroner to share information and coordinate safeguarding activity.
  • Attend Local Intelligence Network meetings to exchange information, highlight risks, and promote good practice.
  • Issue exemption certificates for controlled drug storage outside Safe Custody Regulations and witness the destruction of expired controlled drugs.
  • Support wider police investigations by advising or attending searches, suspect interviews, or case reviews as a subject-matter expert.

Who we're looking for:

  • Understanding of legislation and regulations relating to controlled drugs (e.g. Health Act 2006, Safe Custody Regulations 1973, Human Medicines Regulations).
  • Knowledge of investigation and evidence-gathering techniques.
  • Knowledge of safeguarding processes and multi-agency responsibilities.
  • High quality written communication skills to prepare accurate reports and intelligence submissions.
  • Verbal communication and diplomacy to engage sensitively with healthcare professionals and regulators.
  • Analytical and critical thinking skills to assess risk, evidence, and compliance.
  • Ability to work independently and prioritise workload while collaborating within a multi-agency environment
  • Practical experience of controlled drugs management or investigation (e.g. as a CDLO, pharmacist, nurse, or law enforcement professional).
  • Experience of partnership working with healthcare or regulatory bodies.
  • Recognised training in or established professional knowledge and experience around the safe custody and handling of controlled drugs and the relevant legislation.
  • Having already completed or be able to successfully complete a recognised Controlled Drugs Liaison Officer course.
