Job Title: Communications & Engagement Manager

Salary: The starting salary is £47,060, which includes allowances totalling £2,928.

The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Location: Hendon, Sidcup, Victoria Embankment

 

The job holder will lead the design and delivery of impactful communication and engagement strategies that strengthen employee engagement and foster a positive, inclusive culture within Learning & Development (L&D).

You will ensure that internal and external stakeholders clearly understand L&D’s leadership and learning offer, while supporting organisational priorities and successful change initiatives. Working closely with senior leaders, subject matter experts, and business partners, you’ll create innovative communication solutions that drive engagement, support transformation, and maintain brand consistency.

This is a high-profile role within L&D, offering the opportunity to shape how we communicate and engage across the directorate and beyond.

JOB REQUIREMENTS

We are looking for a confident communicator with proven experience in planning and delivering communication strategies that support organisational priorities.

You will need to be:

  • self-starter, able to quickly grasp new projects or priorities, or refresh and refine an existing approach.
  • Comfortable balancing strategic thinking with tactical delivery, with a real focus on outcomes.
  • Skilled at building excellent relationships across all levels of the organisation.
  • Experienced in using audience insight and research to choose the right approach and refine communications activity.
  • Focused on changing behaviour and driving engagement, using evaluation to continuously improve your plans.
  • Ready to take responsibility for planning and producing content, while working collaboratively with others to plan, programme and deliver your work.

ROLES AND RESPONSIBILITIES

  • Develop and implement communication strategies aligned to L&D priorities and organisational objectives.
  • Lead stakeholder engagement initiatives to build strong relationships and ensure alignment across teams and projects.
  • Design and deliver employee engagement frameworks, including surveys and feedback mechanisms.
  • Create high-quality content for internal platforms (e.g., SharePoint, newsletters, town halls) and external audiences.
  • Support change communications, equipping leaders with tools and resources to manage transitions effectively.
  • Establish evaluation frameworks to measure communication impact and drive continuous improvement.
