Job Title: MO14 - Clear Hold Build (CHB) Manager

Salary: The starting salary is £59.839, which includes allowances totalling £2,928.

The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342.  Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

An exciting opportunity has arisen for 1 CHB Manager Band B to join MO14 Performance Tasking & Insight to provide operational expertise to the team completing project work within the Clear Hold Build (CHB) Coordination Hub.

CHB Manager - Band B designated to sit alongside Chief/Inspector to support the management of CHB as Ch/Inspector role is bolted onto an existing role.

Required to support the day-to-day coordination and management of an expanded number of sites and delivery team. The CHB Manager will work closely with Community Coordinators, who will coordinate operations with SC leads and other corporate assets.

 Community Coordinators will be line managed by CHB Deputy Portfolio Lead, however key tasking will come through the CHB Senior Manager role.

Seniority required to influence key business stakeholders internally (MO2, SIU, etc.) and externally (Council Execs and Department Leads).

The Clear, Hold, Build approach.

CHB is a place based, multi-agency partnership approach, with the community at the heart of the response, tackling the threats and drivers of crime in a fully co-ordinated and systematic way.

Clear - Ruthlessly pursue Organised Crime Group (OCG) members through intensive enforcement activity.

Hold - Immediately address the “vacuum” this leaves as part of the Hold phase, by preventing other OCGs from taking over the location including by offering support services and safeguarding referrals.

Build - Strengthen communities’ resilience and resistance to criminality in a way that prevents Serious Organised Crime from reoccurring.

CHB has been acknowledged by HMICFRS, Government Ministers and Met Commissioner as making a real and sustainable difference in tackling SOC within communities, reducing crime and making them safer and better places to live, work and socialise.  

Core Role Responsibilities

The roles responsibility will be aligned to Clear Hold Build (CHB) Coordination Hub.

Key areas of responsibilities will include;

  • Coordinate the overall delivery plan for CHB across the MPS. 
  • Support sites with developing localised project plans for delivering CHB. 
  • Oversee the establishment of the 10 CHB key building blocks in each site and quality assurance delivery and guidance. 
  • Line manage CHB Support roles and provide leadership and tasking to the wider CHB Coordination Hub.
  • Identify opportunities to improve processes and deliver new ways of working to support the efficient and effective delivery of CHB. 
  • Point of strategic coordination with MPS enabling teams including Communications, MO2, SC and within the wider MO14 business group.
  • Coordinate performance reporting, on-going evaluation and project updates from CHB sites.
  • Facilitate the identification of training requirements for CHB sites and supporting teams.
  • Support Community Coordinators, local police and council leads with the delivery of CHB including through facilitation of workshops and presenting on CHB. 
  • Capture and distribute learning across CHB sites through lessons learned workshops and other methods. 
  • Support with the financial management and monitoring of CHB. 
  • Coordinate the delivery of specific CHB training across CHB sites and share opportunities for wider inputs. 
  • Upward briefing to MPS and National strategic and executive leadership.
  • Support with embedding learning from CHB into other MPS operations.
  • Provide support with the delivery of other priority pan-London operations as required.
