This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst remaining two separate legal entities/employers with different terms and conditions.

Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.

Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowances and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role & Key Responsibilities

To ensure that the Finance Operations team delivers a customer centric service to colleagues, vendors, customers and stakeholders by delivering business requirements (activities, tasks) adhering to policy, practices, KPI’s and SLAs.

To understand and be responsible for the management of demand into the team. For example, queries relating to policy, procedures and processes. Liaising with the corporate and joint finance function and wider business colleagues as necessary and appropriate. Horizon scanning and adapting the service provision to meet competing demands.

To provide leadership to their direct reports and build a highly capable team through the attraction, training and development of the necessary skilled professionals to meet the business need. Ensuring that they meet regularly with their direct reports through the use of ‘Focus meetings’. To support the recruitment and development of team members, effectively manage their performance against defined objectives and ensure that they are adequately trained.

To provide functional expertise to team members, manage their workload, act as first point of escalation ensuring that issues are effectively resolved.

To work closely across different functions within Finance & Commercial Services, with a 'one team' approach identifying continuous improvement coordinating service needs and resilience when needed and ensuring that processes are aligned across the two forces where possible

To manage and troubleshoot areas of reduced team performance and attendance utilising the policies, systems and processes available. To identify and action effective plans to achieve appropriate outcomes.

To be a proactive member of the Finance Operations Management Team and extended People Services/Finance management teams working collaboratively with colleagues across the function so that services are joined up and that competing demands are understood and expectations managed.

To ensure data integrity in systems and ensure appropriate and relevant audit controls are in place, escalated where required. Ensuring that the team perform their work in accordance with established, KPIs, SLAs, guidelines and procedures

To manage the development needs and training requirements of the team to achieve Omni competence.

To effectively collaborate with internal stakeholders to identify and implement improvements to processes and KPI's and ensure that KPI's and service metrics are produced in a timely manner.

Actively participate in department and force wide projects and innovation as required.

To deputise for the Finance Operations Manager when required to do so and other Team Leaders (across both Forces)

Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.

Skills & Experience
  • AAT or ACCA/CIMA/ACA Part Qual
  • Institute of Learning Management
  • Level 5 or equivalent work experience
  • Experience of managing people within a fast-paced organisation and an ability to motivate and inspire team members
  • Significant experience and a detailed understanding of the end to end processes within accounts payable, accounts receivable, purchasing and exchequer.
  • Experience of identifying and implementing process improvements and demonstrable problem-solving skills.
  • Experience of business change programmes and the ability to lead a team through transformation and innovation.
  • Effective communicator able to deal with challenging issues presented by vendors, customers and stakeholders, and an ability to influence change.
  • Effective organisational and prioritisation skills to manage the diverse workload within the team
  • Ability to critically analyse, evaluate and enhance existing processes in order to optimise the teams operational effectiveness
  • Observable service delivery mind-set and someone who seeks to exceed stakeholders expectations
  • Capable of producing, analysing and presenting process performance data to wide groups of stakeholders
  • Effective at collaborating with people from different functional groups to influence change and improve outcomes
  • Ability to act as an ambassador for Finance within the wider Force organisation
  • Intermediate user of MS Office (PowerPoint, Word and Excel)
  • Experience of working within a complex ERP environment (SAP, Oracle etc)
