Job Title: Senior Finance Business Partner

Salary: The starting salary is £74,680, which includes allowances totalling £2,928.

The salary is broken down as £71,752 basic salary, which will increase annually until you reach the top of the scale £79,042 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Purpose

To provide expert financial insight, analysis and advisory services to senior leadership within assigned business groups, enabling evidence-based decision-making that supports financial sustainability, value for money, and the delivery of operational priorities.

The role influences financial strategy and operational delivery, embedding a culture of financial accountability across the organisation.

Communications and Working Relationships

  • MPS Budget Holders/Operational Leads: Regular interaction providing financial advice, challenge, and strategic insight.
  • Strategic Finance Business Partners: Regular collaboration to ensure alignment with group financial strategies.
  • Management Accounting and Reporting: Regular coordination for planning, forecasting, reporting and assurance.
  • Commercial Team: Frequent engagement for financial assessment of procurement, contracts, and pricing.
  • External Stakeholders (e.g. Home Office, MOPAC, NPCC): Regular representation in financial oversight and assurance meetings.
  • SSCL: Ongoing engagement for ensuring data integrity and KPI reporting accuracy.
  • Employees (non-financial): Ad-hoc guidance on financial processes and compliance.

 

Key Result Areas

  • Deliver high-quality financial insight, forecasting, scenario modelling and risk analysis to Budget Holders and operational leads, enabling informed decision-making that drives value for money and cost efficiencies within budgets valued up to £100m.
  • Interpret financial performance in partnership with Management Accounting and Reporting, presenting complex financial information in a clear, actionable format to inform decisions at Strategic Finance and Executive level.
  • Build and maintain strong, trust-based relationships with business group leadership, directly influencing delivery strategies, resource allocation and financial performance management, particularly for BAU efficiency delivery.
  • Provide critical financial input to the development, appraisal, and monitoring of business cases, major projects and programmes, ensuring robust commercial assessment, risk management and governance compliance.
  • Support the formulation and delivery of group budgets and strategic financial plans, providing challenge and assurance that proposals are robust, achievable and aligned with organisational objectives.
  • Collaborate closely with the Commercial function to provide financial analysis that underpins contract negotiations, pricing decisions, and ongoing supplier management to maximise financial benefit.
  • Act as financial broker between Management Accounting and Reporting and the business, ensuring financial data, reporting outputs, and analytical tools meet the evolving needs of operational decision-makers.
  • Engage directly with external stakeholders (e.g. MOPAC, Home Office) to represent financial positions as part of financial oversight and assurance discussions.

Scope for Impact

  • Advises on financial decisions across a portfolio valued up to £100m, influencing both resource allocation and cost delivery.
  • Provides financial leadership that shapes delivery strategies for business units, particularly for efficiency and cost improvement initiatives.
  • Acts with autonomy on financial advice within budget limits, with sensitivity, complexity, and high-value matters agreed jointly with Band A.
  • Directly represents finance in external oversight forums, ensuring accurate and transparent financial reporting.
  • Plays a key role in supporting delivery of enhanced financial reporting and dashboard development to meet evolving business needs.

  • Budgetary Responsibility: No direct delegated budget authority; significant advisory influence on financial decisions up to £100m.
  • Staff Management: No direct line management; matrix collaboration with finance teams.
  • Work Volume: Advises on multiple business groups and projects simultaneously, contributing to organisation-wide financial planning and performance outcomes.
