Job Title: Thematic Lead: Capital

Salary: The starting salary is £74,680, which includes allowances totalling £2,928.

The salary is broken down as £71,752 basic salary, which will increase annually until you reach the top of the scale £79,042 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Purpose

To lead strategic financial insight, planning and governance for the Metropolitan Police Service’s (MPS) complex capital programme, supporting investment decisions across estates, technology, fleet, and specialist infrastructure.

The role enables evidence-based prioritisation, long-term affordability, and scenario planning to maximise value from capital funding.

Key Result Areas

  • Shape and maintain a forward-looking capital investment plan by working across operational and enabling directorates to align investment priorities with MPS strategies.
  • Lead financial planning and affordability assessments of capital schemes, including profiling of borrowing, capital grants, and disposals, to align with the Medium-Term Financial Plan and ensure sustainable investment.
  • Oversee in-year monitoring and reforecasting of capital budgets and deliver high-quality reporting to MPS leadership, the Mayor’s Office for Policing and Crime (MOPAC), the Greater London Authority (GLA), and other external bodies.
  • Deliver financial challenge and assurance on business cases to ensure value for money, whole-life costing, and alignment with organisational priorities.
  • Embed capital planning into wider strategic asset plans by integrating financial insight with the Estate, IT, and Fleet strategies.
  • Lead scenario modelling and stress-testing of capital funding and expenditure to inform strategic decisions and improve resilience.
  • Develop and implement capital governance mechanisms that support the corporate prioritisation and allocation of capital funding between competing demands.
  • Support project-level capital accounting and reporting, ensuring compliance with regulatory and audit standards.
  • Identify and mitigate commercial risks across the capital programme, and lead development of financial strategies to reduce borrowing costs and improve investment returns.
  • Provide strategic financial advice to senior finance and operational leaders, enabling informed decisions and reinforcing capital programme credibility with internal and external stakeholders.

This role plays a key role in shaping the affordability and prioritisation of MPS’s capital programme, directly impacting long-term investment, borrowing levels, and operational capability.

Through strategic modelling, forecasting, and assurance, the role influences decisions affecting hundreds of millions in capital funding and delivery of key infrastructure.
