An exciting opportunity has become available to become a PC Prevent Officer for Devon&Cornwall Constabulary based in Plymouth.

The role will support the Prevent strand of CONTEST by connecting the department with neighbourhood policing and communities.

In this role, your main responsibilities will be:

Case Management

  • To be responsible for case management action and decisions and to ensure accurate recording on relevant IT systems, applying the screening and triage process known as the Prevent Gateway Assessment (PGA).  
  • To use a combination of information from various sources to generate a developed, detailed assessment on the nature and extent of the identified individual’s vulnerability, safeguarding and risk, to decide upon the appropriate course of action and outcomes. To provide regular updates to the Channel panel on the case’s potential risks both verbally and in written assessment form.
  • To support individuals referred to Prevent and their families, maintaining responsibility for oversight of each allocated case until such time as the threat is removed/reduced.
  • To be responsible for presenting at all Channel Panels, influencing and negotiating as well as fulfilling the Police role as statutory partner as Subject Matter Expert (SME), to ensure that appropriate disclosure of police intelligence held, is necessary to make effective risk management decisions.
  • To attend and present at all Police Led Panel meetings, create agendas as per directions from Chairs (senior police officers) and compile all other documentation required, disseminating any other appropriate information to relevant partners. This also requires reassessment of the Case Management Plan as frequently as required based on risk and on receipt of intelligence which represents a change to the circumstances of the case .
  • To ensure that all pertinent information is accurately recorded on relevant systems and in accordance with guidance. To record decisions mitigating vulnerabilities and risk as well as evidencing that management options have been exhausted.   
  • To identify and engage approved Home Office Intervention Providers (IP’s), risk assess any deployment of IPs to a subject, paying particular attention to who is best suited to enact each intervention in each context. Ensuring that reports and recommendations are assessed and brought to appropriate parties attention where required.

Engagement

  • To identify, engage and maintain relationships with key individuals, institutions and groups within the community to promote and support the delivery of national Prevent strategy at a local and national level.
  • To ensure police and partners fulfil the statutory obligations by delivering CPD inputs in order to help improve their processes and increase the quantity and quality of referrals into Prevent .
  • To lead with police and partners to assess and monitor community tensions particularly after executive actions and consequence management as directed by a Supervisor.

Disruptive Activity

  • To lead on disrupting activity by using problem solving approaches and activities. This will include with partners to utilise their unique powers to disrupt and deter persons believed to be extremists, including events which support or promote extremism.
  • To have responsibility as a Prevent subject matter expert in support of operations and providing a holistic approach to risk management of cases presented to Channel meetings. This includes engagement in a wide range of Prevent settings to inform an appropriate response .

 Policing Support

  • To monitor local policing Prevent relevant issues including a wide range of police incidents that are relevant in informing the Intelligence picture.
  • To provide direction and support in the production of Local Profiles (LP) and assist partners with action plan development and the delivery of objectives and activities outlined.
  • To act as a conduit between local policing and the department, promoting the mainstream delivery of Prevent to assist the local force to fulfil it’s obligations.

Skills, experience and qualifications required:

  • The post holder should have experience of working with the Prevent Strategy, Channel Guidance or other similar statutory duty.
  • The post holder must have experience of working within safeguarding, particularly around risk assessment and action planning.
  • The post holder must have experience or understanding of working with diverse communities.
  • The post holder must have experience of applying a problem solving methodology to a policing issue.
  • It is essential that the post holder is computer literate to intermediate level in Microsoft systems. 
  • Effective communication skills both verbally and written. 
  • Previous experience in engagement and partnership working, with particular reference to having safeguarding experience in a partnership setting.
  • The post holder must have a full current driving licence or be able to travel around the Region using alternative transport.

This post has been designated as requiring the following vetting levels in accordance with the National Vetting Policy - Police Management Vetting (MV) And National Security Vetting - Security Clearance Level (SC Enhanced).  Candidates do not need to already hold this level to apply for the post however the successful candidate will need to be successfully complete both vetting levels prior to starting the position.

You must be a British citizen to work for the department. If you hold dual nationality, one component of which is British, you may also be considered. However, if successful, you may be asked to relinquish your nonBritish nationality (and any entitlement you may have to a foreign nationality) as a condition of your confirmation of appointment with the department.  One of your parents should also be British or have substantial ties to the UK. In the latter instance; substantial ties means that your parent is a citizen of a British Overseas Territory, a Commonwealth citizen, US citizen, EEA citizen, British national or citizen overseas, and they would need to have demonstrable connections with the UK by way of family history or have been resident here for a substantial period of time. 

If you're already married to, or cohabiting with, a person who isn't a British citizen, you may still be eligible for employment at the discretion of the department. You should note however, that marriage to, or cohabitation with, a person who isn't a British citizen after appointment may, in some circumstances, result in the withdrawal of security clearance and subsequent transfer to another department, or (if this is not possible or the officer does not wish to transfer) dismissal. Each case will be considered on its merits, taking into account the ties between the person involved and the United Kingdom.
