This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst remaining two separate legal entities/employers with different terms and conditions.
Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.
Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowances and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role & Key ResponsibilitiesSurrey and Sussex Joint Procurement Team are excited to be recruiting for the role of Senior Procurement Officer for their collaborative team. As a Senior Procurement Officer, you will work strategically across the Forces, managing a category portfolio and helping to deliver value to the Forces through strategic procurement and contract management activities.
You will be responsible for line managing up to three staff members, as well as providing support to the wider Procurement Team. Working alongside other Senior Procurement Officers and reporting into our Head of Procurement, building processes and procedures to ensure compliance with legislation.
As a Procurement champion, you will help guide stakeholders through Procurement processes, promoting the work that the team do and value that we can deliver. Working with other enabling departments such as Project Teams, Information Security, Information Governance, DDaT and Change to ensure compliance with Internal governance whilst delivering the Forces objectives.
As a line manager you will support the development of staff members, ensuring the right level of support is in place in respect of welfare and training. You will be responsible for overseeing their work, assigning projects, and completing staff appraisals. Where necessary you will challenge areas of poor performance and/or attendance in line with Force Policy.
As a Senior Procurement Officer, you will be responsible for taking a holistic view of your category area, planning, and prioritising workload according to the needs of the Force. Identifying where there are areas for collaboration with other Forces and seeking to add value wherever possible.
With the introduction of the new Procurement Act, now more than ever, we need to be looking at the whole procurement lifecycle, looking at innovation and future proofing to deliver long term goals. This will involve supporting Business Leads with contract management, collaborating with suppliers to deliver the objectives, challenging and reporting on poor performance, publishing notices, varying contracts in line with legislation and ensuring end of life procedures and mitigations are in place.
The role will be hybrid working, with a mixture of office and home working. Depending on location, you will be stationed at either Surrey Police HQ or Sussex Police HQ. When undertaking the role, you will also be expected to attend other sites across the Surrey and Sussex police estate to meet with both Stakeholders and Suppliers.
This role will be Monday - Friday (excluding bank holidays) with some flexibility around times, providing core hours of 09:00-15:00 are covered.

Skills & Experience- Full MCIPS Qualification or working towards attaining.
- A recognise graduate degree or equivalent commercial experience.
- Line management experience or the potential to readily acquire and develop strong line management skills.
- Recent proven and well evidence experience working within a Procurement function involving high risk, high value agreements for the provision of complex works, services and supplies covering a range of commodities.
- A good level of understanding of Procurement law, implementing purchase and supply contracts. Knowledge of current legislation and its impact on the market management, finance, and contractual agreements.
- A proven record of contract and supplier relationship management
- Good problem solving and analytical skills with a strong attention to detail.
- Good general IT literacy through to advanced Microsoft Office skills and a willingness to undertake training to become proficient in using additional IT and multimedia systems that are essential to the role, such as Microsoft Teams, as well at Procurement E-tendering sites.
