Job Title: Data Capability Assurance Manager - Data & Analysis - Counter Terrorism Policing HQ

Salary: The starting salary is £47,060, which includes allowances totalling £2,928.

The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

As a data capability assurance manager, you’ll help transform our critical national security mission and enable Counter Terrorism Policing (CTP) to ensure our use of data is ambitious but always executed to the highest legal, ethical and technical standards.

The team you’ll join

You will join a growing team that sits at the heart of the CTP network. Our vision is that CTP becomes a data-centric organisation, with the right data exploitable by the whole network against any threat, utilising the best available capabilities, while maintaining legal compliance and public trust.

The Data Team is multi-functional team that sits within the DDAT Pillar and provides a range of cross-cutting services to the HQ and wider network.

We provide assurance of new and emerging tools to ensure that they are compliant with our strategy and meet our legal obligations and maintain public trust.

Job Purpose

You will play an integral role in the development of new data capabilities. You will ensure that CTP can adopt new capabilities and data while being confident, we are meeting our legislative, ethical and technical obligations.

You’ll be part of a highly motivated assurance team, who are focused on supporting the business making the best decisions. Working with senior officers and police staff across the network.

You will draw on your experience and initiatives to develop processes and improve the service we deliver to the business.

Job Requirements

We are looking for a self-driven and motivated assurance manager that has experience and confidence to advise and support projects and the business. You will need to be focused on delivering a high level of assurance and prioritise your workload to ensure we support the deployment of new tools.

You will need to build and maintain excellent relationships. Engage with projects and teams and deliver ad hoc presentations.

You’ll make your presence felt as a positive and proactive member of the team. You will bring energy, purpose and new ideas to our mission.  You’ll look for opportunities to improve what we do and help to ensure that that the work we do is constantly evolving.

You will support the Data team in other initiatives that will broaden your experience and skills.

Roles and Responsibilities

  • Ensuring the safe and compliant use of data and technology. You will support/ lead the review of assurance activities on some of CTP’s most high-profile data and technology programmes. You will work with HQ, regional and partner stakeholders to assess whether strategic, legal, ethical and technical requirements and standards have been met. Occasionally you may be required to provide advice to the Digital, Data, Analysis & Technology (DDAT)/ Data Board to ensure CTP deploys new capabilities safely.
  • Support administration and back-office functions: You will be updating our assurance tracker to ensure we keep accurate records management. Seek updates where necessary and identify improvements.
  • Supporting operational stakeholders. You will work with key stakeholders to increase understanding of data-related assurance requirements. You will promote use of the assurance framework, and you will proactively identify projects and new capabilities that will be subject to relevant assurance activity. You will provide guidance on how to use the framework. And you will work with operational and functional stakeholders to identify and recommend actions to mitigate risk and ensure compliance with assurance obligations.
  • Evolving CTP’s approach to its use of data and technology. There is an opportunity that you can lead on developing dashboards using analytical tools to improve accessibility of our management information. Utilising tools to identify and monitor key assurance risks and trends; and assess the impact of remediation activities. You will work with a range of key stakeholders to identify developments in legislation, ethics and technology; and evolve the framework and processes accordingly.

 Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV) clearance. 

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process.  Applications from candidates with close connections to certain countries may take considerably longer to process, or in some cases result in a withdrawal of an offer of employment.
