Salary: Band 8, £34,611 - £39,372
Location: Agile working across Etal Lane Police Station and homeworking, with travel to partner organisation premises as required
Hours/Contract: 37 hours per week, fixed term / secondment for 12 months

The role

This could be the perfect time for you to join us in our NLRF Team as a NLRF Resilience Planning Officer.
As a NLRF Resilience Planning Officer you will ensure the preparation, maintenance, and regular review of NLRF emergency plans so they remain relevant, up-to-date, and compliant with current policies, legislation, and national guidance. Provide expert advice to internal stakeholders across Northumbria Police and external NLRF partners, ensuring all policies and plans are appropriate and fully embedded within the NLRF’s operational culture.
You will support the planning and facilitation of multi-agency exercises in collaboration with the NLRF Tactical Executive Group (TEG), Risk Officer, and partner agencies. These exercises are designed to test and validate emergency planning arrangements across the NLRF area, strengthening coordination and readiness among all involved parties.
What you’ll do
- Develop, coordinate, and facilitate multi-agency exercises with partner organisations to test and validate planning arrangements within the Northumbria LRF area, including wider resilience community frameworks.
- Assess emergency risks and use findings to develop and maintain NLRF contingency plans, policies, and procedures. Ensure systems are in place for regular audit and review of critical functions.
- Attend meetings and liaise with external organisations to support and represent the NLRF’s response to emergency situations and incidents.
- Provide strategic and tactical support to officers during major incidents and civil emergencies, contributing to effective multi-agency coordination.
- Review and verify external stakeholder plans to ensure compatibility with overarching NLRF arrangements through regular planning, exercising, and debriefing activities.

What you’ll bring
- Demonstrate strong knowledge and experience in emergency planning, report writing, and administration, including designing and implementing major incident plans and associated documentation. Skilled in delivering multi-agency exercises and working collaboratively across departments and with external partners involved in emergency preparedness.
- Possess a working understanding of the Civil Contingencies Act (2004) Part 1 and related emergency regulations such as COMAH and PSR. Experienced in cross-organisational partnership working and confident in engaging with officers at all levels to ensure effective planning and response strategies.
- Demonstrable experience of strong planning, organisational and decision-making skills.
- Strong analytical and problem-solving skills, with the ability to respond effectively to spontaneous and escalating incidents by providing clear, under-pressure guidance. Continuously learns from lessons identified to adapt and improve preparedness strategies.
- Proven organisational and administrative skills, with the ability to work independently and as part of a team, prioritise effectively, and perform under pressure to meet tight deadlines.

Terms of appointment
This is a fixed term role subject to a six-month probationary period.
