Proceedings Manager

Prospective officers and staff must be held to a higher standard of behaviour and accountability than members of the public, and that therefore their right to privacy can be fettered in certain circumstances. This is to ensure that members of the police are fully aware and accountable for the unique powers entrusted to them and the standards of professional behaviour they swear to uphold. 

The main purpose of the role:
Prepare and facilitate cases subject of Police Officer Misconduct Meetings, Misconduct Hearings and Accelerated Hearings – as well as Police Staff Disciplinary Hearings and Regulation 13 hearings.
 

Key Responsibilities:

  • Prepare and manage the process of files/documents/evidence for all police officer and police staff proceedings (meetings, hearings and accelerated hearings) in accordance with Relevant Regulations and Guidance i.e. Police (Conduct) Regulations, Police Complaints and Misconduct Regulations
  • Responsible for excellent file quality
  • Recommend and prepare Draft Regulation Notices for all police officer misconduct proceedings and police staff disciplinary proceedings
  • Manage file preparation, submit files for advice to Legal Services in accordance with the SLA
  • Acquire and maintain good working knowledge of relevant regulations and guidance
  • Foster and maintain professional working relationships with legal parties
  • Actively support Case Conference meetings and participate in pre-hearing conferences 
  • Support and facilitate processes for police officer and staff  hearings and accelerated hearings
  •  Task Business Support with administrative functions and requirements
  • Actively assist Business Support and other Colleagues with the requirements around regulations, law and procedure
  • Liaise and manage interested parties (Legal Counsel, Legally Qualified Persons, Cadre members, OPCC, Police officers/staff and Federation to ensure that proceedings are efficient
  • Consider the welfare of officers/staff subject of proceedings and take appropriate action. Identify and escalate risks.
  • Manage witness care at the proceeding in conjunction with the Investigating Officer/Assisting Officer
  • Provide support and guidance to the Appropriate Authority and Investigating Officer in relation to best practice, Regulations and Home Office Guidance
  • Manage the requirements for Appeals, support the requirements of the OPCC in their management of appeals arising from hearings
  • Draft Misconduct Records, manage and assist in the preparation of reports in line with Duty to Reveal Policy
  • Work with the IOPC for Independent Investigation Proceedings
  • Carry out research for projects and prepare necessary reports 
  • Prepare and assist with the presentation of data required for SLT and external contacts
  • Maintain professional relationships, work in a timely manner and manage police records accurately
  • Manage the movement and security of files, documents and exhibits within the department to interested parties.
  • Any other duties commensurate with the role and team
     

Essential:
Post holders will be required to display and evidence:

  • Excellent planning and organising of case files
  • Experience in file preparation, legal schedules and redaction
  • Experience of legal procedures and processes 
  • Experience of legal proceedings in formal settings
  • High standards of professional behaviour
  • High standards of file preparation and attention to detail
  • Ability to plan and prioritise workload in order to work to deadlines
  • Demonstrate experience and understanding of the use of the sensitive information, its handling and dissemination.
  • Ability to adopt a flexible approach to work
  • Demonstrate effective partnership working and collaboration with other departments/agencies.
  • Excellent interpersonal skills
  • Sensitivity to the needs of diverse communities and individuals
  • Excellent IT skills (eg Word, Excel, Adobe-Pro)
  • Must be willing to undergo and pass relevant vetting requirements to MV and SC level.
     

Desirable:

  • Knowledge of General Data Protection Regulations (GDPR) and Freedom of Information.
  • Knowledge of Police Conduct Regulations 2020
  • Knowledge of Police Staff Disciplinary Policy
  • Knowledge of Home Office Guidance
  • Knowledge of Centurion IT system (although training will be given)

 

 

Medical: Appointment to this role will be dependent upon successfully medical checks, which may include a drugs test and if required a fitness test.
