Salary: The starting salary is £80,260, which includes allowances totalling £2,928.
The salary is broken down as £77,332 basic salary, which will increase annually until you reach the top of the scale £89,320 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
Location: Marlowe House (Travel to various sites in London)

The police vehicle fleet is an important physical asset. It enables officers and staff to do their job, carries key equipment required, and provides safe transportation for the public / prisoners.
The role of Fleet Services is to keep the Met mobile, ensuring we can detect, respond to, and prevent crime whilst building public trust and confidence. The complex need of modern policing requires a wide range of vehicle types. We operate a fleet of over 5,200 assets on the road and river, as well as over 1,000 pedal cycles. London is the most complex and diverse city in the UK, and our fleet is reflective of that. We currently have over 220 different types of vehicles supporting all operational commands including armed response vehicles, HGVs, patrol cars, motorbikes and pedal cycles.
Customers can be broadly grouped into three strategic pillars – Frontline Policing, Met Ops & Performance, and Counter Terrorism / Specialist Operations. Collectively this covers pan London requirements as well as national CT responsibilities.
The overall fleet requirements and volumes are owned and governed by operational leaders at the Strategic Fleet Board. Operational teams are accountable for the volume of fleet required to undertake their roles, and Fleet Services support and enable effective decision making through provision of information and technical / industry knowledge.
Key responsibilities
- The Head of Enabling Services is part of the senior leadership team in Fleet Services. They will be responsible for a key part of the overall Fleet Services model and support the Deputy Directors and Director of Fleet Services to deliver effective fleet and mobility solutions that meet the dynamic operational needs of all MPS commands (including CT).
- The service is integral to ensuring MPS vehicles support all aspects of day-to-day policing; meet strategic targets; deliver sufficient flexibility to respond to evolving crime and policing needs; and can be relied upon to help protect those living and working in London.
- The Head of Enabling Services is responsible for a range of services to support all of Fleet Services, including supplier management, Finance, Commercial, HR, Governance, Performance, IT/DDAT and Strategy. They will also support all other parts of Fleet Services in management of suppliers and work with MPS Commercial on procurements / tenders. They will also hold key relationships with enabling services teams across the MPS and be responsible for services in support of the whole of Fleet such as HR, DDAT, Governance and Performance.
- Day-to-day service – work with the Director, Deputy Directors and other pillar leads in Fleet Services on a day-to-day basis to ensure that Fleet Services are performing effectively, managing and monitoring against the performance indicators in place for the service. Ensure that any areas where performance is less than expected are thoroughly investigated and improvement actions put in place to bring these back to tolerance as soon as possible.
- Strategy – lead development, implementation and refinement of the Fleet Services Strategy including strategic direction, key objectives and success factors, ensuring that operational requirements are met into the future
- Contract / supplier management approach – develop, implement and maintain the Fleet Services approach to contracting and supplier management, working closely with MPS Commercial. Ensure a clear approach is in place that can be followed across the Fleet Services business unit.
- Pipeline management – own the commercial pipeline and commercial business plan for the department across capital and revenue streams (circa £500m over 5 years), working with MPS Commercial on the tenders / procurements required.
- Contract and manage suppliers for services – Lead management of contracts for Gold, Silver and Bronze tier suppliers, working in line with the supplier management approach. Work with suppliers to ensure their performance is meeting or exceeding service levels.
- Parts management – accountable for the overall approach to parts management, driving improvements in how parts are sourced and used to support effective business operations.
- Supply chain risk – regularly review supplier positions across a number of metrics, working with MPS Commercial, and ensure contingencies are in place to deal with potential supply chain risks.
- Collection & Delivery / Recovery services – manage the Service Level Agreement (SLA) in place with VRES for delivery of these services. Ensure the end-to-end process is effective.
- Governance – develop, implement and maintain an effective governance structure for Fleet Services, ensuring that decisions are able to be made at the most appropriate level in support of the service.
- Performance - Develop, implement and maintain an effective performance framework, ensuring that KPIs are clear and tracked, and that Fleet Services provides the required performance data for customers and wider MPS needs.
- Enabling Services – accountable for the provision of a range of enabling services required for delivery of the Fleet Operating Model including HR and IT. Manage senior relationships with MPS Enabling Services providers ensuring Fleet Services work effectively together in collaboration.
- PSP status – onboard any new PSPs required including site approval and staff vetting. Work with existing PSPs on changes required to sites if changes are required to continue to meet MPS requirements.
- Finance – responsible for the overall Financial management processes being used in Fleet Services and the key interface into MPS Finance. Ensure that the financial controls in place are effective and review spend against budget to ensure this is on track during the financial year. Track spending against suppliers and service areas.
- Supplier requisitions and spend – oversight of all requisitions / Purchase Orders in place across Fleet Services and ensuring these are raised correctly. Ensure only those with the delegated authority goods receipt against Purchase Orders.
- Team improvements – work with the teams in the pillar to identify areas for improvement in operational service and performance indicators, ensuring a culture of continuous improvement is embedded across teams. Work with other pillars on improvements that are cross-service.
- Balanced Scorecard – be responsible for performance and insight tracking for the pillar, with delivery of appropriate performance metrics across Operational Service Delivery, Quality, Cost, and People. Work with Support Services team to ensure this is coordinated as part of overall Fleet performance framework
