Local Resilience Forum Technical Advisor

Are you ready to play a key role in building community and organisational resilience across the Avon and Somerset area?  

We are seeking an enthusiastic and organised Technical Advisor to join the Avon and Somerset Local Resilience Forum (ASLRF) team. This is a unique opportunity to support and coordinate multi-agency emergency planning, training, and exercising, helping improve preparedness for major incidents across the region.  

About the Role  

Working closely with a wide range of partner organisations, you will:  

  • Support and coordinate the development and maintenance of multi-agency emergency response plans.  
  • Organise and facilitate meetings at all levels, bringing together agencies with different structures and approaches to foster collaboration.  
  • Provide tactical and strategic support during major incidents and help agencies implement lessons identified from incidents and exercises.  
  • Guide and advise partners on emergency planning matters, ensuring plans meet legal requirements and best practice.  
  • Promote public and business engagement in resilience-building initiatives.  

This role offers continuous development opportunities and a blended working approach. However, regular travel across the region is required to attend meetings, training sessions and workshops. Therefore, you will ideally hold a full current driving licence or be able to travel around the force area using alternative transport.  

  

Main Responsibilities:  

  • Risk Insight & Representation: Represent the Secretariat Manager at LRF and sub-group meetings when required, providing expert knowledge on community risks, threats, and hazards. 
  • Resilience Direct Lead: Serve as the designated lead for the national Resilience Direct system. Conduct security audits of LRF users and produce detailed reports for the Cabinet Office. 
  • Partner Liaison: Act as the main point of contact for all LRF partners. Manage LRF mailboxes and provide expert responses independently. 
  • Relationship Building: Develop and maintain effective relationships with Avon and Somerset partners, other LRFs, and regional government departments to support information sharing and reporting. 
  • Delivery Plan Oversight: Maintain and update the LRF Delivery Plan, ensuring its accuracy and availability for partner review through meetings and Resilience Direct. 
  • Meeting Support: Organise and administer LRF meetings and events, including venue arrangements, minute-taking, and tracking actions. 

  

Skills, experience and qualifications:  

  • Recent experience working in a professional office environment with the ability to work independently, using initiative and self-discipline. 
  • Strong communication skills, with the ability to engage effectively at all levels. 
  • Skilled in collating and analysing information to produce clear, concise reports. 
  • Proven ability to build relationships and collaborate across organisations. 
  • Experience working in a multi-agency setting, ideally with a focus on community resilience or engagement. 
  • Demonstrated ability to negotiate and influence stakeholders. 

 
 

Additional Information:  

The successful candidate for this role will have the opportunity to work from home whilst also at a secondary work location, Police Headquarters, Portishead. The successful applicant will have the option to discuss working arrangements with their line manager.
