Senior Procurement Business Partner– Fixed Term (18–24 months)

About the Role:
We are seeking a dynamic and experienced procurement professional who can support the transformation of procurement and contract management across Wiltshire Police and the Office of the Police and Crime Commissioner (OPCC). This is an exceptional fixed-term opportunity to drive meaningful, sustainable change—both operationally and culturally—within a complex, high-impact public sector setting.
Reporting to the Head of Procurement, you will act as the primary interface between service area budget holders and the Procurement Team, ensuring early engagement, structured procurement pipeline planning, and support throughout the pre-tender lifecycle.
We are looking for a confident and capable procurement professional who can:
- Drive focused procurement planning initiatives service continuity
- Influence and engage senior stakeholders with credibility and authority
- Support teams through transformation with clarity, empathy, and purpose
- Deliver results in a complex, regulated public sector environment
In this role, your main responsibilities will be:
- Build trusted relationships with key departments to identify upcoming procurement activity
- Support early-stage needs analysis, business case development, and sourcing strategy design.
- Maintain and update the procurement pipeline, highlighting priority areas.
- Promote compliance with procurement policies, forward planning requirements, and value-for-money principles.
- Champion the cost-recovery model, helping departments understand the value of early engagement.
- Drive awareness and adoption of new procurement lifecycle processes.
Skills, experience and qualifications required:
- Ideally qualified to CIPS Level 4 or a willingness to work towards
- Strong public and/or commercial sector procurement understanding, particularly in planning, business partnering, or category management roles.
- Ability to translate operational needs into sourcing plans and engage constructively with stakeholders.
- Experience managing pipelines and procurement planning processes.
- Awareness of the Procurement Act 2023 and national policy frameworks. Procurement Act training will be provided.
- A collaborative and proactive style, able to support change in a developing environment.
