Higher Analyst

Job Title: Higher Intelligence Analyst 

Prospective officers and staff must be held to a higher standard of behaviour and accountability than members of the public, and that therefore their right to privacy can be fettered in certain circumstances. This is to ensure that members of the police are fully aware and accountable for the unique powers entrusted to them and the standards of professional behaviour they swear to uphold. 

About the role

An opportunity has arisen within the Intelligence Department for a permanent Higher Analyst. The role is suitable for existing Intelligence Analysts who can evidence at least three years analytical experience in a law enforcement environment and who have attained or are working towards the Intelligence Professionalisation Programme (IPP) for Intelligence Analysts.

 

The successful candidates will be involved in a wide range of intelligence functions including providing technical advice to analysts working in tactical, strategic teams and partnership teams or in proactive and reactive operational teams, as well as supporting intelligence management teams.

 

In addition, the successful candidates will undertake supervisory responsibility for analysts’ welfare, workloads and continuing professional development, including quality assuring analytical products to ensure corporate standards are maintained across the force and identify where improvements are required.

 

The role requires the post holder to be dynamic, flexible and innovative in their approach to intelligence service provision, and there may be some requirement to support live time enforcement operations.  Under their guidance, their teams will provide specialist analytical outputs, professional and technical intelligence support, and ensure precise, timely and high-quality outcomes for the department. 

 

Depending on the role the successful candidate is posted to they will be responsible for some or all of the following:

  • Delivery of a varied range of analytical products, ranging from operational to tactical, strategic or partnership intelligence assessments in accordance with nationally agreed principles.

  • Supervisory responsibility for a team of analysts, including welfare support, tasking and management of workloads.

  • Support the Intelligence Academy to deliver continuing professional development opportunities for analysts.

  • Coaching and mentoring their staff, ensuring they are supported and challenged to produce high quality analytical products.

  • Quality assure analytical products to ensure corporate standards are maintained and identify where improvements are required.

  • Assess and improve analyst technical skills ensuring consistency of assessment measures in line with the IPP.

  • Prepare evidence, and attend court and give evidence when required.

  • Provide guidance to analysts on how to exhibit, disclose, present, and deliver analytical products at court.

  • Assist in the development of intelligence collections plans and ensure the effective communication of these to operational officers. 

  • Prepare briefing notes and deliver presentations where appropriate.

  • Liaise with staff across the force and other agencies to obtain and/or disseminate information.

  • Attend local, regional and national forums as appropriate.

  • Take appropriate security precautions in respect of intelligence information.

  • Carry out any other duties commensurate with the purpose and grading of the post that may from time to time be determined.

Essential Requirements

 

  • At least three years analytical experience within an intelligence environment. 
  • Qualified to graduate level in a relevant subject or studying for a post graduate qualification in a relevant field, or equivalent professional experience and vocational qualifications.
  • A depth of experience with complex strategic and tactical intelligence analysis and planning.
  • Evidence negotiating and influencing skills.

  • Evidence of coaching and mentoring experience.

  • Experience of training delivery.

  • Ability to conduct research across multiple datasets and practical application of open source and internet research methodologies.

  • Experienced in the use of analytical tools and systems. 

  • Effective interpersonal communication skills: including verbal and written. The post holder will be articulate, methodical, conscientious and concise.

  • Ability to build positive relationships with colleagues, internal and external partners.

  • Experience of and ability to work as part of a team and on own initiative, effectively planning and organising activities and resources to meet objectives.

  • Ability to work under pressure, prioritise workloads and produce accurate work within tight deadlines.

  • Cultural competence across all communities and the protected characteristics within the Equality Act.

 

Desirable Requirements

  • Previous supervisory experience. 

  • Evidence of preparing and delivering presentations.

  • Knowledge of the Intelligence Professionalisation Programme, published by the College of policing.

  • Experienced in the quality assurance of intelligence and analytical products to ensure corporate standards are maintained across the force and identify where improvements are required. 

  • Experience of presenting and supporting others to present analytical products at Court. 

  • Experienced in the production and presentation of analytical products in support of major and complex investigations. 

  • Experience in report writing, inference building and producing analytical intelligence products identified within the National Intelligence Product (NIM). 

  • Experienced in the use and application of CSAS and Chorus systems. 

  • Knowledge of covert tactics and the Regulation of Investigatory Powers Act 2000 (RIPA).

Working Arrangements and Flexibility: 

 
Posts are based in a number of police buildings in Birmingham. 

Working patterns are office hours Monday to Friday, but the successful candidates will be required to be able to work flexibly with due regard to prevailing workloads and priorities and may be required on occasion to work weekends, bank, or religious holidays. There may be a requirement at times to travel to other locations within the region and nationally. 

 

Recruitment Process:
The selection process will be conducted using the College of Policing, Competency Values Framework (CVF) level 2 (Supervisor/manager) and the essential requirements detailed above.

Vetting:

Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.

Medical:

Appointment to this role may be dependent upon successfully completing medical checks, which may include a drugs test and if required a fitness test.
