The Role & Key Responsibilities

The Sussex Police Road Safety Team (RST) brings together a number of teams to analyse and focus policing activity to reduce the number of those killed and seriously injured on the roads of the county. Working with Partners we aspire to create a safer environment for all road users.

Sussex Police strategic intent is to make the road network safer through:

  • Engaging with the public and partners as a first tool to achieve our vision in line with ‘Safe System’ principles
  • Make best use of educational and communications opportunities to enhance road safety including the appropriate offering of diversionary re training schemes
  • Utilise proportionate enforcement following national guidance and best practice whilst being alert to new innovation.

The role and scope of the Road Safety Operations Manager for the RST continues to evolve and develop in line with research happening locally and nationally in relation to road safety. 

As the second Road Safety Operations Manager you will share line management responsibility; increasing resilience, capacity, driving performance, implementing innovation and increase project capacity will all be fundamental in reducing those killed or seriously (KSIs) on the roads, pan-Sussex.

Utilising your transferable skills will enable you to lead the teams to be more efficient and effective, providing better services to both internal and external customers both directly and indirectly. To be able to achieve this you must demonstrate that you are open minded, with the ability to see opportunity for efficiency and navigate the various processes to deliver solutions in a timely way.

You will bring a well-developed understanding of partnership working to enable you to work closely with the wider road safety community to deliver on key initiatives.

Key Responsibilities

  • Lead the tactical delivery of the RST road safety activity, projects and innovation for Operations Command working with partner agencies and communities.
  • Develop and implement road safety business plans; undertaking medium to long-term projects, schemes and initiatives aimed at improving safety for all road users.
  • Be a point of contact for guidance and advice on road safety, associated legislation and National Driver Offender Retraining Scheme courses.
  • Directed by the Road Safety Manager, be the Force lead on using operational activity to improve road safety, including leading national campaign delivery across the wider Sussex area.
  • Provide oversight for Operation Crackdown (Anti-social driving and riding community reports) and be the professional lead for Sussex Community SpeedWatch.
  • Ensure that all areas of the RST business deliver the highest level of internal and external customer service, maintaining focus on the human cost of road collisions and the importance of changing behaviours on the roads.
  • Develop partnership working with; communities, private and public sector, external organisations including colleagues at national or regional levels, senior members of partner agencies or key stakeholders.
  • Coordinate input from a range of external bodies, gathering views and input articulating the Sussex Police collective viewpoint, including supervision of RST staff for projects and other tasks as required.
  • Identify and develop strategic solutions to a range of complex problems, drawing on empirical data and corporate strategies from all partners.
  • Be a member of the Operations Command Partnerships Management Team and work closely with Sussex Police Officers to promote and enhance road safety activity across Sussex.
Skills & Experience
  • Educated to a degree level/equivalent, or hold Roads Policing/Road Safety qualification/experience.
  • Ability to inform, advise, negotiate, and influence at all levels including senior colleagues.
  • Demonstrable experience of using an adaptive style and approach to lead, manage and motivate a team, including performance management, staff development and work planning to achieve performance objectives.
  • Experienced in developing culture of ownership and promoting personal responsibility within a team.
  • Experience of leading partnership groups, managing stakeholders effectively and working with multi- agency partners.
  • Experience and knowledge of working in a partnership / collaborative environment.
  • Experience of building and maintaining strong relationships with stakeholders, inspiring confidence, winning trust, and acting with honesty and integrity.
  • Ability to influence, negotiate and make decisions at a senior level.
  • Ability to manage and deliver complex projects, taking responsibility for making improvements to policies, processes, and procedures, actively encouraging others to contribute their ideas.
  • Experience of managing change and utilising behavioural change techniques such as encouragement or marketing.
  • Pro-active, self-disciplined approach to tasks with the ability to be flexible and work to tight timescales and attention to detail.
  • Excellent oral and written communications demonstrating integrity, tact, tenacity, and diplomacy.
  • Excellent time and task management skills; ability to work under pressure and manage conflicting priorities to deliver to committed deadlines.
  • Ability to use sensitivity, initiative and independent judgement within policy, procedural, and legal guidelines whilst remaining calm in difficult situations.
