Technical Delivery Manager
Prospective officers and staff must be held to a higher standard of behaviour and accountability than members of the public, and that therefore their right to privacy can be fettered in certain circumstances. This is to ensure that members of the police are fully aware and accountable for the unique powers entrusted to them and the standards of professional behaviour they swear to uphold.
Role Overview
The IT & Digital department is responsible for the force’s adoption and use of information and digital technology. The department consists of three core functions as follows:
· Architecture Management (responsible for identifying and selecting the right technologies for the force)
· Delivery Management (responsible for delivering and implementing the right technologies for the force)
· Service Management (responsible for managing and maintaining all live, operational technology for the force)
The Delivery Management function is responsible for the implementation/delivery of all new and enhanced Information Technology or Digital Technology solutions in line with force requirements, ensuring that, for all force programmes and projects, WMP delivers:
· Fit-for-purpose technology
· At an appropriate cost
· Within agreed timescales
· With an acceptable level of risk
This will involve the control and management of both internal and external resources as new technology can be built and delivered either internally or by a third-party supplier. This function interfaces directly with Business Transformation to ensure the successful delivery of the technical aspects of all force projects and programmes. This function governs and manages development and test environments.
The Technical Delivery Manager, reporting directly to the Lead Delivery Manager, is responsible for scoping, planning and managing the implementation of IT & Digital projects, programmes and other change initiatives. The post-holder is responsible for the completion of all designated activities and tasks contained on the work schedule through pro-active task, risk and issue management; reporting progress as required and ensuring stakeholders are kept engaged and informed where appropriate.
The post-holder is expected to work alongside colleagues in IT & Digital, the wider organisation and external suppliers to deliver new technical and digital solutions along with enhancements / changes to existing systems and technical infrastructure within the agreed constraints of time, cost and quality.
· Carry out the low level planning required for the Delivery phase of the Project Delivery lifecycle incorporating; component plans, test plans and feed this into the Lead Technical Delivery Manager and Programme / Project Manager for approval (where technical delivery is part of larger project / programme of work)
· Agree resource requirements and schedule individuals for specific pieces of work according to demand
· Develop and maintain project plans that incorporate all build, testing and release activities and ensure these are delivered against. Ensure that exceptions are escalated to the Lead Technical Delivery Manager
· Track and report the status of the delivery of new programmes and projects within the Technical Delivery portfolio providing key metrics to the Lead Technical Delivery Manager and the Programme / Project Manager
· Support accurate forecasting of spend relevant to the Technical Delivery function by helping to refine project forecast as projects progress through the delivery lifecycle and feed these into the Programme / Project manager and Lead Technical Delivery Manager
· Report any exceptions to; time, cost and quality to the Lead Technical Delivery Manager
· Ensure IT & Digital security policies and procedures are in place during the development of applications and systems to ensure that proper controls are incorporated and that sensitive information is dealt with in line with IT & Digital standards
· Keep internal and external stakeholders sighted on key risks, issues and decisions – escalating where appropriate
· Work with internal stakeholders to ensure the project secures effective engagement at all levels within WMP
· Develop and maintain an expert working knowledge of the project and therefore be a point of reference, information and expertise
· Pro-actively manage the quality and performance of the project and its products thereby ensuring work-streams and work-packages are delivered on time, to specification and budget
· Work closely with the Lead Technical Delivery Manager to develop clear and concise advice, assistance and leadership in improving the quality technical deliveries, by focusing on process definition, management, repeatability and measurement. Feed best practice examples back into the Technical Delivery Management process
· Feed into programme / project evaluations
· Work closely with colleagues responsible for the delivery of the constituent functions within specific programmes and ensure the entirety of the technical delivery work is coherent
· Feed into and review the development of service readiness & risk plans and ensure that transition risks are identified and mitigated
· Attend and provide leadership for go-live authorisation discussions with IT & Digital senior leadership
· Authorise and oversee service handovers for technical deliveries, ensuring agreed policies and procedures are adhered to
· Serve as point of escalation, review and approval for key issues and decisions for the Technical Delivery function
· Where appropriate, manage the project budget
· Attend all required governance boards.

Probationary Policy:

Vetting:
Successful applicants will be required to pass Management Vetting scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.
Medical
Appointment to this role will be dependent upon successful completion of medical checks, which may include a drugs test.
