Licensing & Regulatory Services Officer

 

 

To work in Partnership with other agencies to enable Neighbourhood Policing Teams to prevent harm relating to Licensed and Regulated premises. To provide an efficient administrative support for all matters appertaining to licensed premises on an LPU.

Specific Role Responsibilities

 

  1. To receive, process, and risk assess as required, applications for personal licenses, premises licenses, variations, club premises certificates, temporary event notices and miscellaneous license requests.

  2. Identify and implement opportunities to prevent harm and reduce demand from new applications and existing licenses. 

  3. To negotiate, influence and effect changes to licensing conditions, operating procedures and operational running of venues to prevent occurrence and re-occurrence of harm.

  4. Maintain and update relevant records including the licensing database. 

  5. Co-ordinate, guide and monitor NHT pro-active interventions according to risk to ensure licensed premises observe the licensing objectives.

  6. Collate and submit intelligence to disseminate to other departments through WMP systems.

  7. Produce briefings for Night time economy area policing plans. 

  8. Provide expertise, guidance and understanding of licensing matters to other departments.

  9. Obtain a sufficient degree of knowledge of regulatory services and other partners to enable work in an integrated multi-agency environment to support the Next Generation Local Policing model. Services include, but are not limited to:

  11. Environmental Health

  12. Food Standards Agency

  13. Immigration 

  14. Share information and co-ordinate neighbourhood policing activity with partners.

  15. To develop a degree of knowledge and understanding of other roles within the Partnerships team to provide resilience.

  16. Gather, collate and provide evidence of all aspects of personal performance in support of personal development review processes, and maintain knowledge of up to date licensing practices through Continuous Professional Development.

 

Knowledge & Experience

Essential:

  • Must be able to demonstrate knowledge of the Vision and Values of West Midlands Police and the Next Generation Local Policing ambition. 
  • Staff in this role must achieve and maintain the PALO qualification.
  • Be able to use all Microsoft office packages effectively
  • Be able to actively participate  in meetings.
  • Experience working effectively as a member of a team and individually
  • Experience working under minimal supervision
  • An understanding of the National Decision Making Model

Desirable:

  • Experience in guiding and influencing partners in matters pertaining to your area of business.

  • Experience of third sector providers of services local to the NPU.

Hours

 

Core hours between Mon-Fri 0800 and 1800. Must be able to work in a multi-agency environment. There may be a requirement to work outside normal working hours, including bank holidays and weekends, by exception. There may also be a requirement to attend duty at short notice and work across the Force area.

 

The post will be based in the NPU partnerships office. There will be frequent need to travel across the Local Authority area and occasional need to travel across the Force area both within WMP locations and partner agency premises.

Vetting

Successful applicants will be required to pass Recruitment Vetting and Counter Terrorism Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.

 

Medical 

Appointment to this role will be dependent upon successfully completing medical checks, which may include a drugs test and if required a fitness test.
