Vehicle Recovery/Abnormal Loads Administrator
PRINCIPAL ACCOUNTABILITIES
To operate and administer the Contract Vehicle Recovery Scheme. To facilitate the safe passage of abnormal and hazardous loads on the Cumbria roads network, ensuring procedural, contractual and legal obligations are met.
Provide administrative services in relation to the Contract Vehicle Recovery Scheme: undertake daily checks on the status of all recovered vehicles; discharge vehicles and property from system; advise officers on scheme procedures and protocols; and undertake random assessments of recoveries for quality and contract monitoring purposes.
Provide advice to officers, call handling staff and operators on vehicle retention, disposal and other scheme agreements and legal issues.
Undertake monthly audits of all vehicle recovery cases, ensuring follow up enquiries have been completed and operators advised of disposal / release details as soon as possible.
Provide vehicle ownership and other relevant details to appropriate organisations.
Monitor the performance of operators and contractors responsible for the scheme. Report on contractual or procedural anomalies. Liaise with contractors to ensure problems are resolved and service standards are improved.
Collate and produce statistical information for departmental and financial management purposes. Check and process invoices and arrange payments for recovery by ELVIS system
Correspond with operators and insurance companies on a range of vehicle recovery and disposal issues, including release of vehicles, anti-fraud and theft registration.
Monitor all RTC police retentions to ensure compliance with legal obligations
Abnormal Loads
Receive, log and take appropriate action on all abnormal load notifications received by the force. Inform Communications Centre and relevant operational staff of all abnormal load traffic.
Check planned routes to ensure loading, road features and dimensions and structural factors are considered. Make, and communicate to relevant parties, alternative arrangements if adverse factors exist on route. Make site visits as necessary.
Maintain communications with hauliers of abnormal loads, to ensure any changes to loads, vehicles or itineraries are considered in a timely manner.
Arrange Operational Support Unit escorts for abnormal loads, including where appropriate, the provision of special police services in accordance with s25 of the Police Act 1996. Arrange for invoices to be issued to hauliers of abnormal loads.
Monitor daily lists of roadworks to minimise the impact on abnormal load transportation. Liaise with Appropriate Authorities responsible on engineering, structural and street furniture works and their potential impact on available routes for loads. Amend plans accordingly.
Provide advice and guidance to police officers and other staff on legal issues relating to abnormal loads. Attend Court to provide evidence as required.
Process correspondence and maintain records of Department of Transport Special Orders. Liaise with other authorities on special order issues.
Undertake administrative, clerical duties and file maintenance as required ensuring vehicle recovery and abnormal load processes are efficiently managed.
Represent the force at relevant meetings and working groups on abnormal loads or vehicle recovery issues.
This is a job share position with another staff member.
