Job Title: Strategic Planning & Performance Senior Analyst

Salary: Band C The starting salary is £47,060 which includes allowances totalling £2,928. 

The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652 Plus, a location allowance of £1,982 and a non-pensionable allowance of £1,000. 

Location: Remote working nationally within UK. NPCC is currently based in close proximity to St James Park underground station, London and therefore occasional travel will be required to this premise and other Police locations across the UK. Contract – Fixed Term Contract until 31/03/2026 (with the potential for further extension subject to funding and performance). 

THE NATIONAL POLICE CHIEFS’ COUNCIL (NPCC)

NPCC Strategic Planning and Performance (SPP) Team  

The Strategic Planning and Performance (SPP) team forms a part of the NPCC Strategic Hub (the Hub), the SPP team provides strategic and business planning functions to the NPCC including research and analysis, stakeholder engagement and partnership working, and risk management capabilities. The SPP team supports the development and coordination of activity across the NPCC, and the team works effectively with partners and stakeholders across policing, building effective, collaborative relationships and ensuring a coordinated response to policing issues at all of levels.  

THE ROLE 

To work with the Strategy, Planning and Performance team to deliver an evidence-based performance, risk and assurance service as part of an annual governance cycle which provides high quality, insightful analysis to support the delivery of NPCC objectives. 

The post will help to embed approaches and frameworks that underpin and enable the effective delivery of SPP, which will recognise emerging risks, steer organisational direction, inform decision making at all levels and provide assurance.  

The post will lead analysis that delivers national insights, informs decision making at all levels and provides assurance.  Operating in a strategic environment, this goal translates complex operational data to a range of audiences in easy to understand formats, supporting decision making and building trust and confidence with our communities. 

The successful candidate would need to have the following experiences and skills: 

  • Influence and negotiate with stakeholders, recognising stakeholder needs and escalating complex and sensitive issues  
  • Use a range of recognised quantitative and/or qualitative analytical tools and techniques. This could include risk registers, bow-ties, standard deviation and projections  
  • External stakeholders: Attendance at external meetings and less formal communication with a range of external stakeholders including College of Policing, external audit bodies, academic institutions and other partners in order to support the development of frameworks and share best practice.  You will be expected to: 
  • Establish and uphold effective two-way professional relationships, understand objectives, share good practice and promote collaborative working across joint ventures, facilitate inspections and audits, provide information for external scrutiny. 
  • Line manager: Ad hoc day to day contact with regular meetings to set objectives, discuss taskings that align to Strategy and Insight priorities, provide updates on progress, seek advice and raise concerns/escalate issues.

VETTING  

Applicants must hold or be prepared to undergo RV & CTC level before taking up the post.

ADDITIONAL INFORMATION 

Occasional national travel may be required. Travel expenses will be paid if location allowance is not being received, or when travel falls outside of the home to work journey. NPCC will pay for overnight accommodation if required. 

The Metropolitan Police manage HR for NPCC recruitment.
