Job Title: Deputy Head of Governance - Strategy, Planning and Performance - Counter Terrorism Policing HQ

Salary: The starting salary is £59,839, which includes allowances totalling £2,928.

The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Summary:

Counter Terrorism Policing HQ’s Strategy, Planning and Performance (SPP) Directorate is a multi-skilled, diverse, insightful and influential team that sits at the heart of CTPHQ. Operating in New Scotland Yard and CTOC, we work collaboratively with CTP colleagues in the HQ and across the network, to ensure that CTP has effective strategies, policies and plans in place, along with the capabilities it needs to keep the public and the UK safe.

Informed by CTP’s strategic approach, and contributing to the UK’s CONTEST and other National Security-related Strategies, we set out clear strategic direction, drive CTP’s network delivery plan, deliver performance insights to inform decision-making, and run CTP’s principal governance structures. We cohere CTP’s positions on policy and legislation, while also navigating CTP’s organisational response to operational incidents and investigations. In addition, we support, advise and brief CTP’s senior leaders in their leadership of CTP while also engaging for CTP with partners, Government and internationally in support of our mission.

CTPHQ’s SPP Directorate is a hybrid of mostly police staff and some civil servants on secondment. The team is high-performing, influential and inclusive, and is the ideal place for existing or aspiring professionals to make a real difference, and develop a career in an operational policing environment. This position provides a unique opportunity to gain experience of the national CT Policing Network and wider policing, as well as how policing operates alongside the UK Intelligence Community (UKIC) and Whitehall departments.

The Deputy Head of Governance has responsibility for establishing, improving, supporting and maintaining the governance arrangements for the most senior decision-making boards in the UK’s Counter Terrorism Policing network, and jointly leading the strategic briefings function of CTPHQ. The role has four core responsibilities:

  1. Drive forward CTP business through good governance, while supporting and improving CTP’s most senior governance boards and leaders.
  2. Maintain the highest professional standards of governance across CTP.
  3. Jointly lead the strategic briefings function in support of HQ leadership.
  4. On-call responsibility on a rostered basis.

The role supports the Head of Strategy, Policy and Governance and has direct line management of 1 or 2 Governance and Briefings Managers at Band C level. This role is one of two deputies to the Head.

Key Tasks:

Secretariat Delivery and Coordination

  • Support the most senior leaders in Counter Terrorism Policing in their delivery of good governance, driving forward CTP’s business through the network’s highest-level Boards.
  • Support the Head of Governance in ensuring CTP applies good practice across its governance boards, seniors are supported in being able to make effective decisions that align with CTP’s strategy and business plans, and we are a role model for good governance across CTP.
  • Alongside the other deputy in post, run a highly effective, high functioning Secretariat Office for CTP’s senior decision-making boards.
  • Work collaboratively with seniors, colleagues and partners, and across other tiers of governance boards, to apply intellectual rigour to agenda setting and action tracking, in order to drive forward delivery of CTP’s Strategy, Network Plan and leadership priorities.
  • Support the Director Strategy and SLT with discharging their role in providing accountability to our external oversight boards, including the Police Strategic Collaboration Board and the Home Office Ministerial Oversight Group.
  • Manage, train and develop staff to coordinate and deliver the governance function on behalf of CTPHQ.

Governance Improvement

  • Take a stocktake of delivery of effective governance against professional standards and principles of good governance within policing.
  • Improve the alignment and operation of CTP’s governance structures. Establish clear links between all levels of strategic governance including the escalation of items as required.
  • Carry out effective reviews of our governance structures and arrangements, and periodically make suggestions for improvements. Drive through those changes using project management tools.
  • Work collaboratively with seniors and across business to make iterative and substantial improvements to our governance.

Strategic Briefings

  • Deliver quality, timely and accurate strategic briefing products, ensuring that they accurately reflect the CTP Network’s strategic positions and they are targeted to the principal’s and meeting expectations.
  • Oversee the library of up-to-date products and briefings to minimise the need for repeated commissioning on related issues.
  • Deliver a Strategic Engagement Plan for CTPHQ.
  • Coordinate senior stakeholder engagement and visits, advising the network on scope and level of engagement.

Corporate support across SPP

  • Continuous professional development: the roles and responsibilities of CTPHQ and work collaboratively with colleagues to provide coordinated strategic products.
  • Be visible to stakeholders across CT Police and Government, supporting the delivery of key CTP messaging, purpose and direction with clarity and enthusiasm.
  • Be a key member of the on-call rota. Updating and responding to Home Office and wider government requests for operational information as part of SPP’s on call roster, and in response to any incident as part of the crisis management response.

Vetting and STRAP

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC) /Developed Vetting (DV)] clearance. 

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process.  Applications from candidates with close connections to certain countries may take considerably longer to process, or in some cases result in a withdrawal of an offer of employment. Annual leave

For police staff, annual leave entitlement depends on your length of service as follows:

  • less than five years’ service – 28 days
  • five years’ plus service – 33 days

If you are part-time your leave is calculated pro-rata to the hours you work a week.

Pension

When you start as a member of police staff, you'll have a choice of joining one of the civil service pension schemes. If you already have a pension it may be possible to transfer it into the civil service pension arrangements.
