Job Title: Head of L&D Quality Assurance & Compliance
Salary: The starting salary is £80,260, which includes allowances totalling £2,928.
The salary is broken down as £77,332 basic salary, which will increase annually until you reach the top of the scale £89,320 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

We are seeking a forward-thinking, detail-driven professional to lead our Quality Assurance and Compliance strategy within our Learning & Development (L&D) function. As Head of Quality Assurance and Compliance, you will play a pivotal role in shaping the future of policing by ensuring that our training and professional development programs meet the highest standards of integrity, compliance, and excellence.
You will be responsible for developing and overseeing robust quality assurance frameworks, ensuring regulatory compliance with national policing standards (including College of Policing guidelines), and driving continuous improvement across all aspects of L&D delivery.
Key responsibilities of the role include;
- Design and execute the Quality Assurance (QA) & Compliance Strategy & Framework, aligned with policing and relevant professional standards to provide assurance of effectiveness of Learning & Development programmes whilst also driving a culture of continuous improvement.
- Establishing and maintaining effective strategies, frameworks, procedures and standards to enable consistent effective quality monitoring of learning and development programmes.
- Oversee the implementation of the QA and Compliance Framework including completion of relevant documentation as well as adherence to expected standards i.e., frequency and breadth of localised QA activity.
- Oversee the design and implementation process for L&D programmes, ensuring all stages adhere to quality standards and compliance requirements.
- Oversee audits and assessments of relevant L&D programmes, spanning all academies within L&D, to verify their meeting of established quality and compliance benchmarks, including learner feedback and course completions.
- Establish an environment of continuous improvement in L&D programmes by implementing procedures which enable the systematic review of previously identified areas for development.
- Liaise with those responsible for learning evaluation to establish processes for the sharing of evaluation management information to inform quality assurance activity and subsequent assessment of learning effectiveness.
- Act as a specific point of contact with external bodies and agencies such as, College of Policing, Quality Assurance Agency, Ofsted (where applicable) to ensure compliance with policing standards and regulations and ensure L&D practices are updated and communicated to reflect these.
- Oversee and coordinate relevant licensing submissions as and when required.
- Oversee the identification and management of any areas of risk or non-compliance in programmes, devising and owning appropriate mitigation strategies, in conjunction with local leaders.
- Deploy robust Quality Improvement plans, overseeing their monitoring and implementation to inform performance reporting at various levels of L&D governance.
- Deliver regular reports to senior management on the quality assurance and compliance status within L&D, highlighting key issues, improvements, and achievements.
- Oversee and deliver training sessions for L&D staff on the significance of quality assurance, compliance, and continual improvement in the development of their programmes.
- Formulate and develop effective relationships with key individual and departmental stakeholders, to assure that all interdependent matrix responsibilities required for the provision of professional education programmes are in place (i.e. programme Senior Reporting Officers (SRO), HR, Finance, Senior L&D & delivery leads etc.
- Proactively promote through practice and actions a culture of continual improvement for the development and provision of professional police education, chair local and regional forums on relevant L&D objectives, such as Quality Assurance.
