Child and Young Person Domestic Abuse Project Officer
We are looking for an analytical and enthusiastic person to join a growing team responding to strategic community safety issues across Norfolk. The successful candidate will be a self-starter and able to manage a diverse workload, leading on work-streams from start to finish.The Office of Police and Crime Commissioner for Norfolk (OPCCN) houses the Community Safety Team responsible for managing the Norfolk Community Safety Partnership (NCSP) on behalf of its partner authorities.
This is a unique and innovative approach, aligning key community safety stakeholders with the Office of the Police and Crime Commissioner for Norfolk and enabling progressive partnership working to tackle crime and disorder in Norfolk.
Community Safety Partnerships are a statutory responsibility set out in the Crime and Disorder Act 1998. They require ‘Responsible Authorities’ (local authorities, police, probation, fire, Integrated Health Boards) to tackle crime and disorder. This involves undertaking a community safety assessment, setting community safety priorities and delivering a plan for responding to the priorities. In Norfolk the Community Safety Partnership also manages Norfolk’s response to the Serious Violence Duty through the Violence Reduction Coordination Team.
The post holder will work as part of the Violence Reduction Coordination Team and alongside the Community Safety Partnership team, wider Policy, Commissioning and Media teams within the OPCCN and other partnership strategic leads to deliver on behalf of the Serious Violence Duty partnership and Community Safety Partnership.
The post holder will support the delivery of the Serious Violence Duty strategy which prioritises children affected by domestic abuse, this includes:
Reviewing the policy and practice of partnership organisations to determine the extent to which children are recognised and responded to as victims of domestic abuse across a range of statutory and non-statutory organisations and partnerships.
Identifying priorities and opportunities for improvement and develop robust action plans.
Ensuring that the voice and the rights of the child are central to the response to domestic abuse (and other forms of serious violence).
Working closely with all relevant services (statutory and non-statutory), victims/survivors and a wider group of stakeholders including boards/forums locally, regionally and nationally.
Main activities of the role (This list is not exhaustive)
To undertake research to establish the practical application of the Domestic Abuse Act definition of children as victims of domestic abuse in Norfolk. This will include identifying processes, systems, best practice, opportunities, risks and threats.
Work in partnership with the Domestic Abuse and Sexual Violence Group’s (DASVG) Children and Young Person’s subgroup.
Build relationships with key stakeholders with responsibility for domestic abuse, safeguarding, housing, health and criminal justice outcomes (strategic and operational leads).
Navigate and work across relevant partnership boards and groups to ensure a whole system approach throughout Norfolk.
Undertake a cross-partnership review of current policy and guidance, benchmarked against national legislation, policy and guidance.
Contribute to the to implementing the learning from the JTAI published February 2025.
Develop Norfolk’s partnership understanding of the cumulative harm experienced by children affected by domestic abuse.
Understand the services available to support children affected by domestic abuse and how these are utilised by key stakeholders.
Make recommendations to partnerships which will improve practice and responses provided to children who are victims of domestic abuse. Any other duties that are commensurate with the role and grade as may be requested by management.
It is essential that applicants meet the following criteria:
Possession of a relevant degree or professional qualification or significant experience within the safeguarding or partnership arena.
The role holder will be an experienced professional that can demonstrate that they have a sound understanding of safeguarding and are able to navigate a multi-agency partnership system.
Influencing and problem-solving skills.
An ability to relate to people and negotiate effectively and appropriately at all levels.
Able to present and represent at multi-agency meetings.
Exceptional written and oral communication skills with an ability to adapt style to suit different audiences.
Confident with regards to scoping a concern, identifying evidence-based approaches/process and make sound recommendations supported by national legislation and policy.
Understanding of a crime, criminal justice and safeguarding policy areas.
Strong IT skills including a comprehensive knowledge of Microsoft Suite.
Analysis skills to a high standard to inform others in making clear and robust decisions.
It is desirable that applicants meet the following criteria:
Ability to drive as required and attend remote locations across Norfolk County
Hours of work are up to 37 per week Monday to Friday. This post is offered on a temporary fixed term basis until 31 March 2026.
